Coaxial Directional Couplers
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, intends to procure coaxial directional couplers in the following quantity: three (3) model # 22990-60, twenty (20) model # 3000-20, ten (10) model # 3004-30, and twenty-five (25) model # 3020A with an option for an additional twelve (12) model # 22990-60 on a sole source basis from L-3 Communications Corp. dba Narda Microwave East, Hauppauge, NY (Cage 99899). These coaxial directional couplers are used as Calibration Standard Items in NAVAIR Instrument Calibration Procedures (ICP's) to calibrate various Radar Test Sets, Radio Test Sets, TACAN Simulators, Spectrum Analyzers, and Power Sensors in the NAVAIR inventory. The various coaxial directional couplers are required for NAVAIR inventory replenishment.
The Navy does not own the drawings or data rights to the specified product. Alternate equipment is not acceptable as it would require testing, verification, and ICP revisions to incorporate a new product in the ICP. This would not be cost effective and the associated costs would offset any savings resulting from competition. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
