City Water Rates & Fees Study RFP
City Water Resources Dept. (WRD) requests proposals from qualified firms
to conduct a comprehensive water rates and fees study. The objectives of the study are to:
· Evaluate and compare the current rate structure and fees with alternative structures
in order to meet short and long term financial targets and policy objectives;
· Provide alternative structures to ensure that operation and maintenance (O&M),
capital replacements and improvements (CIP), existing and future debt service, and
other direct and indirect costs are adequately funded.
· Propose the addition or modification of fees to gain full cost recovery for services.
· Establish fair and equitable water rates to achieve revenue sufficiency, stability, and
sustainability.
· Benchmark and compare industry standards of water system expenses and
revenues.
