Casino Developer / Operator

As the City looks to move the casino onto land, this RFP seeks developers or developer / operators as creative and forward thinking as the City is. The City has signed a proposed asset purchase term sheet to acquire the casino. The casino is intended to be operated as a competitive and market‐expanding enterprise overseen by a non‐profit established by the City. The City intends to move the casino business onto land as soon as logistically and financially feasible.
Through the issuance of this RFP, the City intends to identify a private development partner(s) to construct a casino, preferably as one component of a larger scale, mixed‐use development. The casino may be sited within the area generally known as “downtown”, or within sight of any Interstate highway. Should the casino not be located within downtown, the private development partner will be responsible for a $5 million Interstate location fee required by the seller, which the City will provide as a pass‐through fee to seller. Terms for payment of this location fee (if required) must be included in the proposal. The casino may be new construction, or an adaptive re‐use of a suitable existing structure(s).
