purpose of this RFP is to solicit bid proposals from bidders with demonstrated, successful
experience for health benefit programs having enrollments of at least 100,000 public sector
participants, and able to provide consulting services that include, but are not limited to,
underwriting, actuarial, health benefits consulting, legislative review and analysis, claims
processing analysis, and auditing.
