This Request for Proposal (RFP) is issued by the Purchase Bureau, Division of Purchase and Property, Department of the Treasury on behalf of the Office of Energy Savings (OES), Department of the Treasury. The purpose of this RFP is to solicit bid proposals from EPA Energy Star Service Providers (See http://www.energystar.gov/index.cfm?c=spp_res.pt_spps_automated_benchmarking ) to provide energy bill auditing and paying services, including development and management of a comprehensive energy relational database. This will serve as the Internet-based Energy Tracking System (ETS) for the State. This online relational database will be used by all State agencies for tracking consumption and cost of electricity, natural gas, fuel oil, propane, chilled water, hot water, and other utility and energy services.
Use of an Energy Tracking System will help the State track energy usage and cost at the individual facility level, pay its energy bills promptly and accurately, produce meaningful reports with weather normalized data, determine official Energy Star scores for eligible buildings, and identify opportunities for reducing energy consumption, increasing energy efficiency, reducing energy costs, and reducing greenhouse gas emissions. This RFP is not for the design and development of a standalone Information Technology application.
The term of this contract is three (3) years with an option to extend for an additional two (2) years. The OES fully intends (at the time this RFP was prepared) to extend the contract at the appropriate time and utilize the two (2) optional years so that the full term of the contract will be five (5) years.
