TO ALL PROSPECTIVE BIDDERS:
PURPOSE: The Maryland Environmental Service (MES) is soliciting competitive sealed bids from qualified contractors for aerial (helicopter) application of an approved wetland safe glyphosate herbicide to control Phragmites on approximately 325 acres on HMI DMCF and surrounding marshes. Total HMI Phragmites coverage is as follows: 300 acres in the North Cell, 20 acres in the South Cell, and 5 acres in the marshes. Application method for the site will be by helicopter only and application should be completed in one day, conditions permitting. Aerial application of an approved wetland safe glyphosate herbicide is also required in the upland cells at Poplar Island to control Phragmites on approximately 185 acres in Cell 2 and 15 acres in Cell 6. Application method for the site will be by helicopter only and application should be completed in one day, conditions permitting. All services must be completed by October 7, 2011 or within two weeks after contractor's receipt of a Notice to Proceed from MES.
MBE SUBCONTRACT PARTICIPATION: There is no MBE subcontract participation goal for this solicitation. It is the stated policy of the Maryland Environmental Service to encourage Minority Business Enterprise participation on all State contracts where there is an opportunity to do so.
TIME FOR PERFORMANCE: The time for performance for the project shall be thirty (30) calendar days and may be increased to a maximum of forty-five (45) calendar days at the sole discretion of MES. Services must be completed by October 7, 2011 or two weeks after receiving the NTP.
