The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with Chugach World Services, Inc., 3800 Centerpoint Drive, Suite 700, Anchorage, AK 99503-4161 for the procurement of Aviation Data Management and Control System (ADMACS) Block II, Phase 1 Equipment and Environmental Lab Assets. The ADMACS equipment includes an integrator of computer hardware, peripherals, racks and components required to make up ship sets of ADMACS Block II Phase 1 as well as assets required for mandatory environmental testing of components prior to being allowed onboard ships. The contract award is required prior to the end of June 2014 in order to meet the required ship upgrade schedule. The contract requires the awardee to have the capability to manufacture required assembly hardware to fit the individual components, assemble the components and hardware, integrate the assemblies into complete ADMACS Systems and test the completed systems. While drawings exist, establishing a new manufacturing line to manufacture the hardware and assemble the components will not allow completion of the systems in time for scheduled installations. Chugach World Services, Inc. has developed the detailed knowledge and expertise required to manufacture the hardware and assemble the components required to successfully integrate the parts into the complete system within the required ship schedule.

The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
