2010 ALL-SOURCES ELECTRIC POWER SUPPLY AND LOAD MANAGEMENT RESOURCES
El Paso Electric Company (EPE) is issuing this Request for Proposals (RFP) to determine how to best obtain additional long-term, low cost and reliable electric resources that will commence operations beginning 2015. Proposals considered from individuals and/or entities (Bidders) responding to this RFP will include both supply-side and demand-side resources, and power purchase agreements (PPA) for sale of capacity and energy; proposals for EPE purchase or equity participation in the Bidder‟s new or existing generation facility; purchased power from renewable resources; and load management programs, including distributed generation (DG), implemented by the Bidder. All proposals must guarantee their proposed capacity during EPE‟s summer peak hours.
