The United States Agency for International Development in Egypt (USAID/Egypt) is in the process of designing a new five-year, $50 - $70 million activity to support the transformation of technical education and vocational training (TVET), the development of a skilled workforce, and the improvement in labor market efficiency. The activity aims at developing a quality management system for technical secondary schools, facilitating a national policy dialogue on youth employment promotion, and providing labor market information through the establishment of Regional Labor Market Observatories.

This is a Request for Information (RFI), providing public information to parties interested in USAID's support in Egypt, and seeks to collect any information and suggestions about USAID's planned programming. Information collected is intended to help in the Mission's activity design and development for an intended future solicitation.


Requested Action: At this time, USAID is seeking any feedback on the draft Statement of Work for the USAID/Egypt Workforce Egypt. Please note USAID is not seeking technical or cost proposals at this time, and in accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are voluntary and USAID will not pay respondents for any information provided in response to this RFI. If a future solicitation is issued, it will be announced on the Federal Business Opportunities website at www.fbo.gov at a later date.


While we welcome any comments you may have, we ask that if you chose to respond, that you address the following questions:


1.    Are there any workforce issues or challenges faced by the technical education and vocational sector in Egypt that are not addressed in this SOW? Please explain.
2.    Are there any important areas that need to be covered? Please explain.
3.    Are the tasks and targets reasonable within the specified time frame? Please explain.
4.    How can we improve the SOW?
