The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15B31719Q00000031 for the provision of Welding Instructor Program. The contractor will provide the VT Welding Program in the Education Department at FCI Bennettsville, South Carolina, which also includes the Federal Prison Camp, located at 696 Muckerman Road, Bennettsville, SC 29512.  The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor who submits the lowest quote to the Government. The award will be for a Base Year and four 12-month option years. A session is defined as one hour. The Contractor will make available, on a nondiscriminatory basis, two separate cycles (360 hours/cycle each) at the FCI and the FPC, of vocational training in Welding Technology per 12 month period for a total of 1440 hours per year. The services will include classroom application instruction and hands on instruction in the Welding Shop at FCI/FPC Bennettsville, Monday through Friday, typically between the hours of 7:00 am through 3:00 pm or other hours as mutually agreed to by the Vocational Training Instructor and the Contractor. Class size will be limited to 15 students. The contractor must be an accredited college or vocational school capable of providing certificates of completion, as well as provide 36 ceu's (continuing education units) per student for Welding Technology completions. In addition, the contractor must offer program accreditation and AWS certification to students that complete the program. All instructors provided by the contractor must have a Diploma in welding from an accredited college, and a minimum of four years teaching experience in a classroom setting. The contractor will be responsible for providing the instructor. All registration fees, certificates, program certification fees, AWS testing fees, and classroom instructional services shall be included in the contract price. The contractor will make recommendations to the Vocational Training Instructor pertaining to the selection and purchase of additional supplies and equipment. More details are within the solicitation. The solicitation will be available on or about September 26, 2019 and will be distributed solely through the Federal Business Opportunities website at www.fbo.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. The website provides all downloading instructions to obtain a copy of the solicitation. The anticipated date for receipt of quotes is on or about October 24, 2019. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Insert the clause FAR 52.204-13, System for Award Management Maintenance, in solicitations that contain the provision at 52.204-7, and resulting contracts. This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is unrestricted. The North American Industrial Classification (NAICS) code is 611210 with a small business size standard of $22 million.
