INTRODUCTION


The U.S. Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Office of the Project Manager, Close Combat Systems (PM CCS), Picatinny Arsenal, NJ is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest in and industry technologies available to support/provide the production, manufacturing, assembly, inspection, testing, packaging, shipping and delivery of the Volcano System (M139) consisting of the Volcano Mine Canisters (M87A1, M88 & M89).


The results of this market research will be used to help determine the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be procured (in full or in part) via a small business set-aside (SBSA) or via full and open competition. Multiple awards may be made. All SBSA categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.


All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM).

PROGRAM BACKGROUND


The Volcano System (M139) is a scatterable automated Anti-Tank (AT) mine dispensing system designed to rapidly lay a mine field. This Sources Sought requires the manufacture of the Volcano items in Table 1.1:

DESCRIPTION: Cannister is packed with electronics, which process and reports faults. Inert.


Each M87A1 Volcano Mine Canister is a Class V expendable item, color coded IAW MIL-STD-709, and consists of six AT mines, expulsion charges and electronics. The M87A1 physically and electrically connects to the Volcano Mine Dispenser Base.


The M88 Practice Mine Canister is a Class V expendable item used for training on the M139 Volcano System. The M88 conforms to the form and fit of the M87A1, and it physically and electrically connects to the Mine Dispenser Base same as the M87A1. The M88 Practice Mine Canister is a Class V expendable item, color coded IAW MIL-STD-709, and consists of six dummy-inert mines, explosive expulsion charges, and electronics. Each dummy-inert mine gets dispensed from its M88 Practice Mine Canister via expulsion charge.


The M89 Volcano Training Mine Canister is a reusable and inert Class V item, color coded IAW MIL-STD-709 and conforms to the form and fit of the M87A1. Each M89 consists of electronics, and each physically and electrically connects to the Mine Dispenser Base same as the M87A1. There are four main assemblies to the M89. There are no replaceable or repairable assemblies or subassemblies on the M89.


REQUIRED CAPABILITIES


The Government requires the Volcano Mine Canisters (M87A1, M88 & M89), which includes their munitions/payloads, their electronics, their coatings, their packing containers, their shipping pallets, and as otherwise described herein. Potential sources shall be capable of producing, manufacturing, assembling, inspecting, testing, packing, packaging, shipping and delivery of the Volcano Mine Canisters (M87A1, M88 & M89) IAW a Government Technical Data Package (TDP), drawings and specifications.


If an RFP is posted as a result of this sources sought notice it is anticipated that it would support an Indefinite-Delivery, Indefinite Quantity (IDIQ) type contract. It should be noted that there is a classified portion of the TDP which will not be provide at this time. If an RFP is released potential respondents would be required to be able to handle classified information at the Secret level.


In addition, the highest distribution level of the TDP's drawings and specifications currently being provided is Distribution Statement F. Further dissemination only as directed by the controlling DoD office or higher DoD authority.


The TDP, drawings and performance specifications contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., Appt 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25, DODM 5200.01 (Volumes 1-4), and DODD 5400.7-R.


To obtain a copy of Unclassified TDP - Distribution F all interested parties must submit the following by mail/email:


1. A signed and approved DD Form 2345 Militarily Critical Technical Data Agreement. This requires a DUNS number and registration in the System for Award Management (See Attachment 01).


2. A copy of the offeror's applicable license issued by the Department of State if the offeror is a non-U.S. company.


3. A completed AMSTA-AR Form 1350 Technical Data Questionnaire. (See Attachment 02).


4. A completed and signed Non-Disclosure / Non-Use Agreement (See Attachment 03).

Destruction Notice Export-Controlled Technical Data: For unclassified documents and data subject to controlled or limited distribution, protect IAW DOD-M 5200.01, Vol 4, and destroy by any method that will prevent disclosure of contents or reconstruction of the document.


Interested companies shall respond by providing the Government with the following information:


a) Brief summary of the company's capabilities to include a description of facilities, personnel, and technical and manufacturing capability in explosives processing industry.

b) Respondents should state whether they are currently, or have in the past manufactured this or similar items.

c) If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must describe their ability to obtain these resources.

d) Any constraints in meeting the identified requirements.


e) Administrative and Production Lead-time to resolve potential obsolescence issues.


f) Production lead time transition phase leading to and thru a First Article Test (FAT), and from successful completion of FAT to production.

g) Provide a brief summary of potential associated risks in the following areas: technical, schedule, material/supply chain management, production.


h) Instructions for submitting Rough Order of Magnitude (ROM) are outlined in Attachment 04.


Non-Developmental Item. Each of the three Volcano Mine Canisters should be a non- developmental item to the maximum extent possible.


Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units.


SPECIAL REQUIREMENTS


Any resulting contract is anticipated shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. In addition any resultant contract will require the Contractor to be International Organization of Standardization (ISO) 9001 or Aerospace Standard (AS) 9100D certified.


The M87A1 and M88 are Arms Ammunition and Explosives Security Risk Category II.


ELIGIBILITY


The applicable North American Industry Classification System (NAICS) code for this requirement is 325920 with a Small Business Size Standard of (750). The Product Service Code (PSC) is 1345.


SUBMISSION DETAILS


Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.


Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Monika Okon in either Microsoft Word or Portable Document Format (PDF), via email monika.a.okon.civ@mail.mil no later than 12:00 p.m. on 18 November 2019 and reference this synopsis number W15QKN-20-X-08M1 in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.


If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.


All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
