Statement of Work
A. GENERAL REQUIREMENT
1. BACKGROUND:
Content is for educational purposes by institutional users both in house as well as remotely. Library is responsible for maintaining subscription access based on usage and recommendation from Staff Educators and other medical center staff. The website will be made available through the facility s intranet website and IP addresses. Training on use of this online video resource is provided by Staff Educators. Users may find the resource from the library website page and use it in an on-demand mode as well. In addition to the user requesting access to this well-known medical Library resource the library staff can direct end users to its access point. This item is web based so it does not require any check out from the library. The Visual Guides of Physical Examination will be available remotely through an Athens account. As needed, customer support will be provided by the vendor to those education/library staff members who act on behalf of the patrons with questions if not able to be answered regarding use of the system or its capabilities. Reports on usage must be made available to library staff on a monthly on demand basis or provided by the vendor if the report cannot be generated by an on demand in-house library option.
Access to educational web based online Visual guides (videos) to physical examinations and Objective Structured Clinical Examinations (OSCEs). A minimum of eighteen Visual Guides and fifteen OSCEs titles are to be included in the contract. See below the list of titles already included. If the Vendor increases the number of titles for the Visual Guides and / or OSCEs over the course of the contract the additional titles will by default be included at no additional cost with the product and become accessible at the time they appear on the Vendor s Web site.

Oa\Fifteen Objective Structured Clinical Examinations (OSCEs) Titles
OSCE 1: Chest Pain (14:33) - A 50-year-old school counselor presents with a complaint of sharp chest pains over the prior 2 weeks.
OSCE 2: Abdominal Pain (12:42) - A 64-year-old stockbroker presents with pain in the upper part of the abdomen, which has spread to the back.
OSCE 3: Sore Throat (15:08) - A 17-year-old high school student presents with a complaint of a sore throat, aches, and fatigue.
OSCE 4: Knee Pain (17:44) - A 45-year-old teacher presents with pain in the left knee, which makes it difficult to walk.
OSCE 5: Cough (16:29) - A 45-year-old dispute mediator presents with a complaint of a cough that has lasted for over 1 week.
OSCE 6: Vomit (24:21) - A 10-year-old child presents with a complaint of vomiting for the past day.
OSCE 7: Amenorrhea (21:51) - A 19-year-old female student presents with a complaint of missing her last three periods.
OSCE 8: Falls (20:57) - A 70-year-old retired carpenter presents with a recent history of falling.
OSCE 9: Back Pain (23:59) - A 50-year-old printing company supervisor presents with a 3-day history of acute non-radiating low back pain.
OSCE 10: Shortness of Breath (26:53) - A 48-year-old married office manager presents with a complaint of shortness of breath.
OSCE 11: Shoulder Pain (24:30) - A 52-year-old housepainter presents with a complaint of shoulder pain.
OSCE 12: Child and Adolescent Asthma (23:28) - A 14-year-old boy presents with a complaint of difficulty breathing.
OSCE 13: Headache (26:08) - A 21-year-old male college student presents with a complaint of headache.
OSCE 14: Child and Adolescent Obesity (29:52) - A 12-year-old adolescent presents with a complaint of weight gain.
OSCE 15: Memory Loss (26:57) - A 70-year-old woman presents with a complaint of memory loss.
2. SCOPE OF WORK
The contract is to make available for web access the complete list of physical examination videos listed above covering the specific subject matter plus a minimum of Fifteen Objective Structured Clinical Examinations (OSCEs) listed above. There is a transcript provided for each video in addition to the audio. This procurement is a base plus four option year request. The OSCEs are clinical reasoning modules where users can watch a segment of video and then there will be a freeze point, at which the user (staff person) will be asked a question. The user responds, and then moves to the next video segment until a new question is posed. Finally, the user will compose a write-up similar to that asked about on the USMLE Step Two (2) Clinical Knowledge (CK) (for further information on what the USMLE Step 2 CK is please check the United States Medical Licensing Examination Step 2 CK (Clinical Knowledge) website: The program is available to all VA staff and students remotely by obtaining an Athens account on a VA computer providing Athens authentication (a resource made available and paid for by VA Library Network (VALNET). If an app becomes available for the Bates Guide to Physical Examination, the cost for accessing it is to be considered included in our current subscription with no additional cost for its use.
Library/CL&OD provides online (web) access to this learning resource from the Bronx intranet library page as well as remote access via an Athens account to those medical staff /students eligible for an Athens account.
There shall be no limit to number of times a video or OSCE can be accessed or the number of simultaneous users accessing a video or OSCE. The website must be compatible with the VA networked computers.
3. PERFORMANCE PERIOD: One Year duration starting May 1, 2019 April 30, 2020 with the provision of 4 option years


4. QUALITY CONTROL
Any schedule downtime by the contractor during normal business hours 8:00am 4:30PM (Monday - Friday) is to be communicated well in advance by contractor (up to one week prior to when down time takes place) in order that Educators can adjust their teaching schedules.
B. CHANGES TO STATEMENT OF WORK
1. Any changes to this SOW shall be authorized and approved only through written modification of contract from the Contracting Officer. A copy of each change will be kept in a COR folder along with all other required documents. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor.
C. CONTRACTING PERSONNEL SECURITY REQUIREMENTS
Other than the need for IP addresses, the contractor shall not have access to the Department of Veterans Affairs computer systems nor have any need for
