THIS IS A SOURCES SOUGHT NOTICE ONLY. The U.S. Government desires to procure a contract to provide complete and full preventive maintenance and repair services on all Vertical Transportation Equipment (VTE) at Madigan Army Medical Center (MAMC) on a small business set-aside basis, provided two or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government may not be able to set aside this requirement if two or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

This Sources Sought announcement is reserved for small businesses operating within the United States. The purpose of this announcement is to determine the availability and capabilities of small businesses and small business joint ventures interested in performing a planned requirements contract in support of the United States Army.


This is not a solicitation for proposals, and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. This announcement does not contain a bid package or solicitation, and no presentations will be scheduled. All responses shall be provided in writing via e-mail.


The Mission and Installation Contracting Command (MICC) JBLM is seeking responses from interested small business firms with current and relevant qualifications, experience, personnel, and capabilities necessary to perform the work described in this announcement and the attached draft Performance Work Statement (PWS). Work will be performed at JBLM in Washington State.


The North American Industry Classification System (NAICS) Code for this requirement is 238290, this industry is comprised primarily of companies that install or service building equipment (except electrical, plumbing, heating, cooling, or ventilation equipment) with a Small Business Size Standard of $15 million. The particular scope of work is for elevator full-maintenance and repair services.


The requirement is a follow-on effort to work currently performed under requirements contract W911S8-15-D-0002, which was awarded as unrestricted.


The requirement is planned as a requirements contract with a one-year base period and four one-year option periods. Task orders are planned to be issued as firm fixed price (FFP).


The planned contract is to provide complete and full preventive maintenance and repair services on all VTE at MAMC. Preventive maintenance includes regular cleaning, all inspections, testing, routine service, and maintenance in accordance with the American Society of Mechanical Engineers (ASME) A17.1, A17.2, A17.3, A17.5, A17.6, and A18.1 codes. Contractor shall provide required maintenance and servicing of equipment. Routine service shall consist of but not limited to, examining, adjusting, cleaning, and lubricating the equipment. All lubrication frequencies and types of lubricants will meet manufacturer's specifications. The contractor shall prepare and submit a report to the Contracting Officer representative (COR) within five business days of the service(s) being performed along with all findings. The report shall identify each unit of equipment, the location, work performed, repairs needed, date of inspection/service, name of technician, and overall condition of the equipment. If repairs require work considered above routine maintenance work, the contractor shall notify the COR for the appropriate decision and action. See the attached draft Performance Work Statement (PWS) and Technical Exhibits (TEs) for more detail. Please note that the PWS and TEs are drafts and subject to change.


Interested small businesses are invited to respond to this sources sought by completing and returning the response form provided with the announcement located at www.fbo.gov. Each responding small business is requested to provide up to three example projects which best demonstrate its experience performing the type of work covered by this requirement. Responses must describe the projects sufficiently to demonstrate the firm's experience with the types of work described above.


Example projects should be representative of NAICS 238290, the description above and draft PWS, and be similar in size, scope, and complexity to this requirement. Example projects completed within the past five years are considered more relevant than projects completed more than five years ago. Example projects with Federal, state, or local Government, and/or commercial customers will be accepted.


Please do not submit more than three example projects.


When completing the response form, please be accurate. Responses will allow MICC JBLM to determine whether there are a sufficient number of qualified small businesses to set aside all or a portion of the solicitation for small business. If an insufficient number of qualified responses are received, MICC JBLM may issue the solicitation for full and open competition.


Respondents will NOT be notified individually of the results of the sources sought.
