SOURCES SOUGHT ANNOUNCEMENT: The Columbia VA Health Care System, 6439 Garners Ferry Road, Columbia, SC 29209, is conducting a market survey to identify capable and qualified sources to provide a Vehicle Fleet Reservation and Key Control (VFR&KC) System to the Columbia VA Health Care System and six VA Outpatient Clinics (Anderson, Florence, Greenville, Orangeburg, Sumter and Spartanburg).

This announcement is issued for informational planning purposes only and is not a request for quote or announcement of a solicitation. Submitting information for this announcement is voluntary and VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation separately from the responses to this announcement.

The purpose of this market research is to identify capable sources that are both experienced and qualified to provide Vehicle Fleet Management Services to include installation of a vehicle fleet reservation and key control system to manage, reserve and access government vehicles, keys and credit cards 24 hours per day/seven days per week. The contractor shall have provide all hardware and software required, including installation of an environmentally controlled enclosure along with vandal-proof key control system and rugged touch screen kiosks, as outlined by the statement of work.

The potential contract will be a five-year (one 12-month base + four 12-month option periods) award. The option periods will be for the annual hosting, maintenance and technical support. Contractor agrees to provide administrator training to four VA Fleet Management employees. The vendor shall also supply and install web-based system to include a cellular router and provide 12 months of communication services at each location, and this system will not be connected to the VA network.

The North American Industry Classification System Code (NAICS) is 541519 Other Computer Related Services, and the small business size standard is 150 employees for this type of effort.

Vendors must be registered in the System for Award Management (SAM https://www.sam.gov). If not the original equipment manufacturer, vendor must be an authorized distributor/reseller of any proposed solutions. Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB s and VOSB s) must be registered in VETBIZ and maintain a current certification.

Capability Statement and Documentation:

Companies are invited to provide their capabilities, experience, and knowledge in providing Vehicle Fleet Management Services solutions. Sources must provide the following information:

1. Company name, address, website, DUNS number, business type, socio-economic status (e.g., SDVOSB, VOSB, Woman-Owned, Disadvantaged Small Business, 8(a), general small business, large, business, etc.), and person of contact (including telephone number and email address).

2. Provide a summary of the type of equipment that will be utilized (hardware and software) and any other relevant system requirements.

3. Indicate your company s size under NAICS 541519.

4. Please indicate any government contracts held in the last 3 years including government agency, contract number, dollar value, period of performance, and government contact information.
