Vault Toilet Cleaning

This is a combined/synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional inforamtion included in this notice.  The solicitatin number RFQ 12-9AB5-18-Q-0008 is issued as a request for quotation and incorporates provisions and clauses that are in effect through FAC (current). This acquisition is 100% set aside for small business. The NAICS code is 562219 and the small business standard is 38.5 million.

Contractor shall furnish all equipment, labor, supplies, supervision, transportation, and incidentals necessary to perform toilet cleaning services in accordance with the requirements and specifications contained herein. Any refuse from restrooms must be removed from National Forest. Government will be responsible for facility maintenance including replacement of broken or vandalized items and vault pumping. Vaults on the Hume Lake Ranger District lie within multiple developed Recreation Sites. These sites are spaced out at different locations throughout the geographic area of the Hume Lake Basin. Locations are easily accessible by traveling East on CA state Highway 180 from Fresno, CA. Four Wheel drive may be required at any time when accessing these vaults. All vault locations are accessible via State Highway 180 and Fresno County Road routes (i.e., Hume Lake Road). **See attached Map for general vault locations.

Contract Time:

Estimated start time is May 18, 2018 thru September 2020. **Base Year, plus 2 option years.

Schedule: Base year:

Friday, May 18, 2018 through Friday 25, 2018 - One Sanitizing Cleaning is required on all restrooms on Fridays and Mondays. (Total cleanings: 3)

Saturday, May 26, 2018 thru Monday, September 10, 2018 - One (1) Light Cleaning and One (1) Sanitizing Cleaning is required on all restrooms daily. (Total Cleanings:109)

Tuesday, September 11, 2018 through Monday, September 17, 2018 - One (1) Sanitizing Cleaning is required on all restrooms on Mondays and Fridays. (Total Cleanings: 2)

**NOTE: A new Schedule of cleaning will be provided for Option Year 1 & 2, prior to the work beginning. Will be supplied by COR, Kyle Lane.

1. Visitors are not exposed to human waste.
2. Garbage does not exceed the capacity of garbage containers.
3. Restrooms and garbage locations are free of objectionable odor.

1. Toilet paper is stocked to last until next day and/or cleaning.
2. Toilet bowls, risers (inside and out), seats and seat covers are cleaned with disinfectant solution and are free of deposits on surfaces.
3. Incidental human waste deposits on interior walls or floors are removed and affected surface sanitized.
4. Interior trash containers, if available, are emptied.
5. Floors are free of dirt, trash and standing water.

Light Cleaning:
1. Toilet paper is stocked to last until next day and/or cleaning.
2. Floors are free of dirt, trash and standing water.
3. Interior trash containers, if available, are emptied.

Pre-work Conference:

Prior to commencement of work, the Contracting Officer will arrange a meeting with the Contractor at a mutually agreeable time.

Hours of Work: To be determined at the time of the pre-work meeting.

Supplies, Materials, Tools and Equipment:

Supplies provided by the Contractor and used for the performance of tasks under this contract shall:

A. Meet State and Federal Environmental Protection Agency (EPA) requirements and shall be kept in on orderly and safe manner designated for that purpose.
B. Be identifiable at all times by preserving the original label or stencil as to the contents, and the manufacturer and/or brand on the bulk container or package.
C. Be environmentally safe.

NOTE: ** Attached are Map(s), Experience Questionnaire and Wage Determination.

The government anticipates award using simplified acquisition procedures of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solictation and is most price advantageous to the governemnt. The contracting officer will make award based on price and past performance.  The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition.  Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its quotation.  FAR 52.212-4 Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this acquisition.
