The Department of Veterans Affairs, VISN 16, is conducting market research to identify potential sources able to provide Janitorial services at its corporate office located in Ridgeland, MS. The anticipated NAICS code is 561720-Janitorial Services. The Government anticipates the solicitation will be issued as a 100% SDVOSB set-aside based on its initial market survey. Interested parties should submit capabilities statements based on the information provided below.
It is In order to identify potential competitive sources, formulate an appropriate procurement strategy and assess current market conditions, the government requests industry feedback with respect to the areas listed below. Any data submitted by and obtained from industry as a result of this notice may be used in development of the final Performance Work Statement, cost estimates or terms and conditions of the actual solicitation. Performance Period:
Option Period: Effective Date September 30, 2017
Option Period 2: October 1, 2017 September 30, 2018
Option Period 3: October 1, 2018 September 30, 2019
Option Period 4: October 1, 2019 September 30, 2020
Option Period 4: October 1, 2019 September 30, 2020

Work Hours: Janitorial services shall be performed and completed Monday through Friday (excluding Federal Holidays), between the hours of 9:00 AM and 5:30 PM.

GSA Service Scope: Interested parties are asked to confirm all required services are within scope of the terms and conditions of their GSA contract.

GSA Pricing Data: Interested parties with current GSA contracts are asked provide a copy of their current GSA price schedule for each anticipated job classification.

Quality: Provide an overview of your quality procedures.

Scope of Work: The awardee shall be required to furnish all equipment, supplies, material, labor and supervision necessary to provide Janitorial Services at the Department of Veterans Affairs, South Central Health Care Network leased space located at Plaza 1, 715 Pear Orchard Street, Ridgeland, MS 39157,. The leased space occupied includes approximately 28,750 square feet. Replacement supplies shall be provided only to those areas exclusive to Veterans Affairs occupation and use. All cleaning products, toilet paper, bathroom air fresheners and those items customarily provided to commercial customers shall be provided by the contractor. The Contractor is not required to provide janitorial services for public areas, entrances, and all other common space, nor provide replacement of supplies to areas not occupied by the government.

Daily Cleaning General Areas:

Dust, polish and wipe clean all applicable surfaces, furniture, i.e., partitions, window ledges, tables, lamps, chairs, cabinets, blinds, counters, decoratives, etc.

Spot clean all interior glass, sills and adjacent glass

Spot vacuum all carpet areas and rugs

Dust mop hard surface floor with treated or electrostatic dust mop

Damp mop all hard surfaces floors with a neutral cleaner

Empty all trash receptacles, replace liners as necessary, and remove all collected waste to the designated compactor area

For Conference /Training Rooms: Properly arrange all chairs to align with tables & desks to include minimal rearrangement as needed.

Clean and sanitize all sinks, counter tops, cabinets faces, exterior of refrigerators and interior / exterior of microwave ovens

Cardboard boxes will be broken down and placed in cardboard recycling dumpster (if provided)

Clean and sanitize all restroom fixtures (including toilets, urinals, sinks, vanities, showers, pipes, flush valves, etc.)

Clean and polish all mirrors, counter tops, lockers, etc.

Dust mop and or vacuum all hard surface floors

Restock all restroom supplies with bath tissue, hand towels, hand soaps, lotions, sanitary supplies, seat covers, specialty items, etc.

Sanitize light switches, spot clean all walls, doors, door casings, etc.

Keep janitors closets clean and in a neat and organized manner

Weekly Cleaning Requirements:

Corner to corner vacuum all carpeted lease areas and rugs (per floor weekly)

Dust, polish and or wipe clean all conference room table tops

Sanitize light switches. Spot clean walls, doors, door casings, etc.

Flush floor drains and traps with hot water and disinfectant

Semi-Annual Cleaning:

Dust all chair legs, table legs, rungs, ledges, moldings, blinds, etc.

Dust and or vacuum all low-reach areas up to 72 from floor

Machine scrub and/or machine polish granite/marble kitchen floors

Dust and clean all ceiling light fixtures (remove cover of lighting and clean lens)


Annual Cleaning:

Dust, vacuum and or clean all baseboards

Dust and or vacuum all high-reach areas above 72 from floor

Strip, machine scrub , spray buff and or re-finish VCT floors in kitchen and restrooms

Shampoo all common and office area carpets once per year

Machine clean all ceramic tile floors, walls and grout
