Upgrade existing access control system
1. Purpose
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The 673d Contracting Squadron, Joint Base Elmendorf-Richardson, Alaska intends to award a firm-fixed price, sole-source procurement action to Evergreen Fire and Security for an upgrade to the existing access control security system under the authority of FAR Part 13.106(b). This Sources Sought Synopsis (SSS) is pursuant to FAR PART 10 in support of Market Research being conducted by the United States Air Force to identify potential sources to perform install and maintenance support services and determine if this effort can be competitive. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Government will use this information to determine the best future acquisition strategy for this procurement.
2. Program Information
The government has a need for service labor and personnel to upgrade the existing security system. The upgraded components are not a part of this requirement. The existing Mondyn SAFEnet SP3 Access Control System at Building 1 on JBER will be upgraded to Mondyn SAFEnet SP5 running Windows 2012 and SQL 2016. The existing system must remain functional during the upgrade/transition process. Also included is the upgrade of the Genetec CCTV System to Milestone with IP Axis Cameras.
3. Capabilities Description
The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services necessary to perform the security system upgrade as defined in this notice. Contractor must be an authorized installer of both Genetec and Mondyn.
4. Required Information
a) The proposed North American Industry Classification Systems (NAICS) Code is 561621 , which has a corresponding Size Standard of $22M. The Government is interested in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses, as well as SB Teams. The government requests that interested parties who are capable of meeting this requirement respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners.
