THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.


This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued.


Solicitation number M0026319R0001 is issued as a request for proposal (RFP) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 and DFARS Publication 20190910.


The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price, Indefinite Delivery Requirement Contract for the alteration of Recruit and Permanent Personnel (Drill Instructors) uniforms with one (1) base year period of twelve (12) months and (4) four option year periods of twelve (12) months. This solicitation is issued as an unrestricted acquisition and the North American Industrial Classification System (NAICS) code for this requirement is 811490 with a size standard of $7.5 million dollars.


All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026319R0001 attached to this synopsis.


In accordance with FAR 52.237-1, a site visit is scheduled for 9:00 AM Eastern, Wednesday, 2 Oct 2019. Site Visit location: Regional Contracting Office, Marine Corp Recruit Depot- Parris Island, SC, 29905. Prospective attendees must contact Anthony Islas, anthony.islas@usmc.mil on or before Thurs, 25 Sep 2019 with a list of attendees, cc all email communication to rodney.c.small@usmc.mil and anthony.islas@usmc.mil. The Government will answer questions received up to ten (10) days prior to the solicitation closure and will provide responses to interested parties via an amendment to the solicitation. Questions received after this date may not be answered.


Offerors responding to this announcement shall submit their proposals in accordance with


FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and its addendum provision. The basis for award is Best Value - Trade Off. The evaluation will be based on a complete assessment of the offeror's proposal. Proposals shall be evaluated on the following factors: Factor 1: Technical Capability, Factor 2: Past Performance, and Factor 3: Price. Technical Capability and Past Performance, when combined, are significantly more important than Price. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. All other additional contract requirement for this acquisition can be found in the attached SF 1449.


The closing date and time for this solicitation is 18 October 2019 at 1:00 PM (EDT).
