Introduction
PNNL is evaluating implementation of commercial nuclear fuel fabrication capability for uranium at enrichments >5wt% U-235 for the NNSA.

As part of this effort, PNNL is requesting information on the capabilities of vendors for the design and licensing of a new UF6 cylinder to replace the current standard 30B cylinder for higher uranium enrichments. This RFI will provide information for the next step, which will involve requesting proposals that include price and schedule estimates from qualified vendors.


Technical Requirements
PNNL is searching for interested vendors capable of designing and licensing a new UF6 container. The subject UF6 container will be designed, licensed and fabricated to meet the requirements below.


General requirements: the new container is intended to conform to the requirements of ANSI N14.1 where applicable.


Contained material: Natural origin uranium hexafluoride, enriched up to 10% U-235, meeting ASTM C-996-15 for non-reprocessed UF6.


Operating conditions: Same as for existing 30B cylinders per ANSI N14.1.


Container use: the new container is intended to be used and shipped within the United States.


Conformity to existing infrastructure: the container shall match the existing filling, handling, shipping, and end use requirements as closely as possible:
•    Physical configuration as close as possible to the 30B cylinder to minimize modifications for filling and emptying the cylinders.
•    Capacity as close as possible to that of the existing 30B cylinders (~2,200 kg).
•    The existing UF6 cylinder overpacks can be used with minimal modifications.
•    Cylinder cleaning/washing and recertification using the same or similar procedures as with the 30B cylinder


Vendor Requirements
Vendor must be familiar with and capable of designing and licensing a fissile material shipping container in accordance with 49CFR173 and ANSI N14.1.
