The United States Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) in Vicksburg, MS has a requirement for Innovation Management Training - Application of the Heilmeier Catechism. The specifics of the requirement are as follows:

Train members of the ERDC workforce in the Heilmeier Catechism approach. Reinforcement of the approach will also be needed over a period of time. The ERDC will identify individuals from each ERDC site who will be the "Trainers" who will be trained in this approach and will share that training with others within their labs.


SYNOPSIS of MAJOR REQUIREMENTS:


ERDC requires a SME to provide a training plan with cursory timelines. The SME should demonstrate experience with DARPA as a subject matter expert, and demonstrate experience with ARMY Cross Functional Deep Dives. The SME will be required to discuss with ERDC leadership and each Lab Director/Deputy Director the type and number of individuals included in the training. The SME will conduct and on-site visit at each ERDC lab site and designate trainers. The SME will visit each site to gain an understanding of the lab's mission, decision processes, and technical priorities. The SME will build a customized training program to use at each location based on the data obtained and conduct on-site training at each lab, in the application of the Heilmeier Catechism. The SME will ensure the adoption of the Heilmeier Catechism into the organization's business processes, and conduct a follow-up visit to each location and provide any additional training as required. SME will assess progress in the organization's application of the Heilmeier Catechism and provide additional training as needed.


Delivery to ERDC is required no later than 31 May 2020.


ERDC intends to award a purchase order on a sole source basis to RJK Consultants in accordance with FAR 13.106-1(b)(1).


Market research indicates that RJK Consultants is the only source for the this requirement because they have a proprietary 3-step approach to training the Heilmeier Catechism which has been used successfully on numerous Government and Commercial Organizations. RJK Consulting introduced this modified version of the Heilmeier Catechism during the Army Cross Functional Technologies deep dives in 2018, which proved very beneficial to the ERDC. In order to leverage the benefits gained during the deep dives, the ERDC requires training services, at the enterprise level, of the aforementioned modified Heilmeier Catechism in a train-the-trainer format. RJK Consulting shall train select individuals, using their unique three-step approach, to become trainers themselves to rapidly populate the knowledge of how to correctly use the Heilmeier Catechism throughout the organization.


No Other source is capable of replicating the training approach. Additionally RJK Consultants is the only source able to provide these specifications.


The associated North American Industry Classification System (NAICS) code is 541611 which has a size standard of $15,000,000. This is not a small business set aside.


This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy.
