The Office of Financial Resources, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one year cost reimbursement contract with four option years, titled Technical Support for Drug-Free Workplace. This project is set aside for Small Businesses under NAICS code 541611. The Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Prevention (CSAP) is interested in highly experienced organizations able to provide technical support for the federal Drug-Free Workplace Program (DFWP) which includes the following:

• Provide technical assistance to federal agencies in developing and updating federal agency Drug Free Workplace Program (DFWP) plans. This requires reviewing plans and providing expert advice to agencies in developing their DFWP plans with the goal of agency plans being clearly written with all required components with the aim of being legally defensible. Technical assistance also includes developing and providing DFWP training and briefings to federal agency staff and disseminating information materials.
• Prepare Reports to Congress to transmit DFWP plans to HHS for certification and to inform Congress.
• Engage in approximately 11 special projects annually, requiring the expertise of technical subject matter experts (SMEs) who are forensic toxicologists and other experts in the field of workplace drug testing and experts in various drug testing matrices. The vendor must also assist SAMHSA in identifying SMEs and securing their assistance. Subject matter activities include special projects and attendance of workgroups and meetings such as to provide recommendations, status updates, presentations and lead workgroups. Examples of special projects are: conducting literature reviews; compiling bibliographies; preparing presentations which may include in-depth topic research; reviewing and providing recommendations on guidelines; and reviewing and writing white papers, research papers, recommendations reports, special topic reports and articles for newsletters.
• Operate, maintain and modify the DFWP Annual Summary Report (ASR) and Archives system; provide technical assistance to database users; and provide data analysis and reporting.
• Provide workgroup support which includes technical subject matter support, providing meeting materials, presentations to groups, transcription services and logistical support.
• These activities require knowledge of drug testing and the Mandatory Guidelines for Federal Workplace Drug Testing Programs published in the Federal Register (82 FR 7920-2017) on January 23, 2017; knowledge and expertise in the Drug-Free Workplace Program policy; expertise in developing plans noted in Executive Order 12564 and Public Law 100-71 (Section 503) and knowledge of DFWP case law. Expertise is also needed to review, provide recommendations and update the DFWP Model Plan and other DFWP tools to incorporate case law, revisions to Mandatory Guidelines for Federal Workplace Drug Testing Programs and determine other necessary revisions.


The estimated Period of Performance for this contract is a base period of 12 months, plus four (4) 12-month option periods.
