In 2018 U.S. Citizenship and Immigration Services (hereafter referred to as ''USCIS") began the process of redesigning of the naturalization test (hereafter referred to as the "new test"). As part of this redesign process, USCIS seeks to engage the services of a technical advisory group (hereafter referred to as "TAG") to assist USCIS with the development of the new test. The development of the new test is based on Section 312 [8 USC 1423] of the Immigration and Nationality Act as well as on USCIS' regulation and policies regarding the naturalization test.

 

A mandatory prerequisite for inclusion in the TAG is membership in the Teachers of English to Speakers of Other Languages, Inc. (hereafter referred to as "TESOL") organization. The TAG will consist of six (6) individual expert consultants whose names will be drawn from a pool of fifteen (15) consultants who all have expertise in English as a Second Language (ESL) instruction and methodology, and who have knowledge or experience in the following areas:

 

•     Expertise in adult second language acquisition test development;

•     Knowledge of psychometrics in test development;

•     Knowledge of the National Reporting System  (NRS);

•     Experience or working knowledge with U.S. History/Government, Civics, Social Studies  program and/or political science;

•     Experience with test administration;

•     Knowledge or an understanding of the naturalization process;

•     Geographic and ethnic diversity of working group members (strongly encouraged);

and

•     The person must be a member of Teachers of English to Speakers of Other Languages, Inc.
