This Sources Sought Synopsis (SSS)/Request for Information (RFI) Market Survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the qualification requirements of the Tinker AFB Off Base Administration Space use by the U.S. Air Force (USAF).

 

While industry sources are requested to provide full and comprehensive responses to this questionnaire, they are reminded that all information is voluntary, and the Government will not reimburse sources in any way for responses provided.  Likewise, a company's participation in the market research via this questionnaire does not obligate the Government to enter into any contractual agreement, either formally or informally, with a company.

 

Any resulting procurement/installation action will be the subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.

 

 

Below are descriptions of the Tinker AFB Off Base Administration Space.  This survey provides the government the opportunity to review your company's capability to design, develop, code, integrate and qualify the Tinker AFB Off Base Administration Space project.  If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capabilities in meeting these requirements

Submit responses to this SSS via e-mail to mathew.detoy@us.af.mil no later than 5:00 PM Central Time on 6 December 2019.


Responses should be double-spaced, Times New Roman, 12 point font, with one inch margins all around, compatible with MS Office Word 2010, with a total page count not to exceed thirty (30) pages. These responses, including attachments, shall not exceed 20MB. Email responses are acceptable and preferred. Please note that some email systems may block file types such a .zip, or other macro-enabled extensions. Respondents should verify receipt by email.


 


Any response submitted by respondents to this request constitutes consent for that submission to be reviewed by military personnel, Government civilians, and DoD contractors, including Federally Funded Research and Development Centers (FFRDCs).


Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. All submissions become Government property and will not be returned. All Government, DoD contractor and personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of properly marked proprietary information.

 

SWING SPACE SPECIAL REQUIREMENTS

1. Performance Time. Based upon signed date of execution of this contract funds in the amount of (see line 3 of cost proposal sheet) shall be provided by the renter to execute the contract.  The Owner shall complete initial renovation for a minimum of 400 personnel within 6 months after funds have been transferred.  Total requirement to have a space capable for 900 personnel by end of year 3 of contract.  Unforeseen conditions, weather, or unknown issues that could impact this date shall be negotiated and agreed upon by both parties in establishing a new completion date.

2. Time Extensions for Unusually Severe Weather

a. This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the contract.  A time extension under this clause must fall within the following conditions to be satisfied:

i. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month.

ii. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the contractor.

b. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Owners progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities.  A progress schedule is to be provided by the Owner to the Rentor by the 1st of every month until completion of work is accomplished.  This includes additional swing space to meet future requirements.

3. Proximity and location

    a. To meet the requirements of this document the location cannot exceed 4 miles from the intersection of SE 29th and Douglas Blvd., NE Corner of Tinker AFB to exclude any locations inside of the Tinker AFB APZ's. See Attachment 1.


 

SWING SPACE REQUIREMENTS

(Initial)

**Note:  These requirements are for initial scope and content.  As additional swing is identified the requirements will be identified during the course of this contract.

 

1.   SCOPE OF WORK

 

1.1     GENERAL

 

1.1.1    The work to be performed under the terms of this Swing Space Agreement consists of furnishing all Design/Engineering Services for Rentor to review floor plan layout and verify scope.  Reviews are to be accomplished before any construction is to occur and the Rentor will be allowed no more than 14 calendar days to send review comments back to the Owner.

 

1.2     SPECIAL REQUIREMENTS

 

1.2.1    Government Occupancy of Facilities

 

1.2.1.1    Any repairs or maintenance required during the course of this contract shall be coordinated with the Rentor no less than 14 calendar days for standard repairs/maintenance and 24 hours for urgent and within 8 hours for emergency actions.  The owner as required shall ensure notification to clear area as required of all government materials and personnel prior to the start of construction.

 

1.2.2    EPA Comprehensive Procurement Guide (CPG)

 

Any asbestos, lead paint or environmental issues shall be identified to the Rentor and properly removed or encapsulated meeting EPA guidelines before occupancy of government personnel.

 

1.2.3    Protection of the Construction Site

It shall be the Owner's responsibility to protect the swing space area from damage due to the elements, and construction activities.

 

 

1.2.4    Room Requirements:

1.2.4.1    Provide initially 27 offices a minimum of 10'x 12'.  Offices can be a combination of demountable walls or stud walls that go from floor to minimum ceiling height.  Total buildout at end of year 2 is to be 55 offices.

 

1.2.4.2    Provide 10 staff rooms to fit a minimum of 8 personnel initially and 19 total by end of year 2 that are minimally 10' x 12'.

 

1.2.4.3    Provide 2 break rooms with a sink, room for a minimum 4 standard size refrigerators per break room, and minimum of two microwaves to meet total 400 initial needs and 900 complete buildout requirement.

 

1.2.4.4    Provide communication closet approximately 10' x 12' on each floor (if multiple floor space usage) stacked so connection can be made between floors.

 

1.2.4.5    Provide space for 373 initial cubicles and total build out to 845.

1.2.4.6     Provide a two initial 49 person conference rooms, and three total 49 person.  

1.2.4.7    All construction shall meet local building codes and fire life safety

               Requirements.

1.3           Security Requirements:  

1.3.1        Access control at entrances (ID card or badge reader) w/Door control override (locking ability) at main access points.  All other door openings shall have no exterior hardware. A badge system will be coordinated with the personnel in the space for use and managed by the Rentee with a designated Rentor point of contact (POC).  This includes additional and removal as occupants move in and out of the spaces. 

 

1.3.1        Vehicle Standoff capability shall be maintained away from entrances to the swing space by bollards or hardened approved methods so no vehicle can pass through with obstruction spaces no less than 4 feet on center.

 

1.3.2        Anti-shrapnel protection for any glass doors/windows (ballistic glazing/film/blast curtains) are to be installed.

 

1.3.3        Shielded heat/air system (on top of building to avoid tampering) w/ Emergency shut off inside building.

 

1.3.4        Mass Notification (Intercom/Giant Voice), possibly incorporated in Fire Alarm system for all occupants.

 

1.3.5        Place of refuge area identified for inclement weather for all personnel and evacuation plan clearly shown in the building.

 

1.3.6        Any dumpster is to be located, approximately 50 feet from building unless it can be secured (lock /key).

 

1.3.7        Any landscaping around building that can be used for concealment shall be eliminated.

1.3.8        Any connected space to another business property must be enclosed with 4" concrete block from floor to deck on a first floor area and if multiple stories all openings shall be enclosed with 3 5/8" metal studs with 5/8" sheetrock taped and bedded with expended metal within the wall from floor to deck.

 

Note:  For any future swing space the space requirements will be defined and costing negotiated with each additional swing space action.

ROM SCHEDULE NOTES

 

•1.             Generator is not required for swing space. 

 

•2.             A monthly bill for utilities (to include electricity, gas, water, trash, sewer, waste, communication connectivity), custodian to be billed monthly for payment based upon usage.


 

•3.             Renter will be responsible for all damage occurred by personnel.  The Owner shall provide insurance for building, grounds, and contents. 

 

•4.             SPECIAL PROPOSAL CONDITIONS

If a modification to a proposal based on unit prices is submitted which provides for a lump-sum adjustment to the total estimated cost, the application of the lump-sum adjustment to each unit price in the Proposal Schedule must be stated.  If it is not stated, the Offeror agrees that the lump-sum adjustment shall be applied on a pro rata basis to every unit price in the Proposal Schedule.

 

•5.             AWARD

Only one contract will be awarded under this solicitation. 

 

•6.             Arithmetic Discrepancies

•a.       For the purpose of initial evaluation of the proposal, the following will be utilized in resolving arithmetic discrepancies found on the face of the Proposal Schedule as submitted by Offeror:

•(1)          Obviously misplaced decimal points will be corrected;

•(2)          Apparent errors in addition of lump-sum and extended prices will be corrected. 

•b.       For the purpose of proposal evaluation, the renter will proceed on the assumption that the Offeror intends his proposal to be evaluated on the basis of the unit prices, extensions, and total arrived at by resolution of arithmetic discrepancies as provided above and the proposal will be so reflected on the abstract of bid.
