The United States Army Corps of Engineers (Environmental Branch) - Omaha, NE, is conducting market research to gain knowledge of potential, qualified sources interested in providing SEIES advisory services for Office of the Secretary of Defense (OSD), Strategic Environmental Research and Development Program and the Environmental Security Technology Certification Program (SERDP/ESTCP). This synopsis is issued to conduct Market Research in accordance with the Federal Acquisition Regulation (FAR) Part 10.


This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal.


Any information submitted by respondents is strictly voluntary. The Government will not be responsible for any cost incurred in response to this Sources Sought Notice.


This acquisition falls under Classification Code R - Professional, Administrative and Management Support - North American Industry Classification System (NAICS) Code 541990 All Other Professional, Scientific, and Technical Services for Advisory Assistance and Acquisition Support (AA & AS) Environmental Advisory Assistance.

Respondents are encouraged to review the information requested below carefully and ensure a complete response for thorough consideration. The Government will not review general capability statements, please ensure submissions are tailored to this requirement as requested. The Government is seeking responses from sources that can perform IAW the Draft PWS. The Governments original contract holder was issued to a small business that grew into an other than small business concern. The original business performed multiple task orders issued off of the base contract. The sources sought is to validate if the Draft PWS is a follow on contract that will need supported by a Justification and Approval or can the Draft PWS be competed and any small business is capable of performing or what is needed to allow small businesses to compete if this matures into a solicitation.

PSNS & IMF may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. This sources sought announcement is released in accordance with FAR 15.201.


Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.


Responses received after the closing date and time will not be reviewed.
