Disinfectant Combined Synopsis/Solicitation IAW FAR 12.603(c)(2)

(i) Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.


The United States Department of Homeland Security (US DHS) has a requirement and requesting firm fixed price type quotations for the supply and delivery of brand name or equal to Virkon-S broad spectrum virucidal veterinary disinfectant for the Department of Homeland Security (DHS), Science & Technology (S&T), Plum Island Animal Disease Center, located in New York;


(ii) The solicitation number is HSHQPD-15-Q-00019 and is issued as a request for quotation (RFQ).


(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76.


(iv) This requirement is set-aside for small business. The NAICS code for this solicitation is 424910 and the Small Business Size Standard is 100.


(v) List of contract line item number(s) and items, quantities and units of measure:


Brand Name or equal to the salient characteristics of:


Virkon-S board spectrum virucidal veterinary disinfectant


(vi) Description of requirements for the items to be acquired: The vendor shall supply and deliver the aforementioned Brand Name or Equal to items (to include salient characteristics).
o Six hundred (600) X ten (10) pound tubs of brand name or equal to Virkon-S board spectrum virucidal veterinary disinfectant.


o Each container shall be at least two (2) years within expiration date.

(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.



(ix) The resultant purchase order will be awarded based on Lowest Price Technically Acceptable (LPTA) using simplified acquisition procedures in accordance with FAR 13.5.



(x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.



(xi) The Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.


(xii) No other additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) have been determined to be necessary for this acquisition.


(xii) The Defense Priorities and Allocations System (DPAS) and assigned rating is None.


(xiv) The date, time and place offers are due. All responsible sources may submit a quotation to kimberly.oneill@st.dhs.gov, which if timely received, shall be considered by the Agency. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR) and shall provide the company Tax Information Number (TIN) with their offer. The closing date and time for receipt of quote is Wednesday, September 9th 2015 at 11:00 a.m., Eastern Standard Time.
