Notice Type: Combined Synopsis/Solicitation
(i) This is a COMBINED SYNOPSIS/SOLICITATION for commercial services/items prepared in accordance with the format in FAR subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) The solicitation number is VA-247-16-Q-0632 and is issued as a request for quotation (RFQ) COMBINED SYNOPSIS/SOLICITATION.
(iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-52, November 2, 2011. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.acquisition.gov/far/ (FAR) and http://www.va.gov/oal/library/vaar/ (VAAR)

(iv) This solicitation is issued as a total SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) set-aside. The North American Industry Classification System (NAICS) code is 562111 Solid Waste Pickup and the size standard is $38,500,000.00. Only Department of Veterans Affairs Center for Veterans Enterprise (CVE) Vendor Information Pages (VIP) VetBiz verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal should be rejected as non-responsive or technically unacceptable as listing in VIP is not self-correctable as a minor informality as, for example, a listing in SAM. All other purported SDVOSBs must apply for and receive verified status in accordance with 38 CFR Part 74 and be listed in VIP prior to submitting a bid or offer on an acquisition conducted in accordance with VAAR Part 819. The VIP database will be checked both upon receipt of an offer and prior to award.

This requirement consists of the following service:

Solid Waste Removal/Pickup


1.    General Intention: The; intent of this solicitation is to obtain General Waste pick up at the Birmingham Veterans Affairs Medical Center, 700 South 19th street, Birmingham, AL 35233. Trash will be picked up twice a week on Tuesday and Friday between the hours of 12:00 AM and 5:00 AM. Definitions of general waste:

a.    Miscellaneous Trash - Combustible and noncombustible materials, such as paper, wrappings, cartons, metal, glass, floor sweepings, grass cuttings, tree trimmings, street sweepings, waste products or coal and other fuels, wastepaper, lumber, and such other type refuse.

b.    Non-edible garbage - coffee grounds, tea leaves, banana peels, citrus fruit rinds, onion hulls and similar materials.

c.    Treated bio-hazardous waste.

2.    General Requirements: The contractor shall furnish all labor, supervision, management, transportation, equipment, material, certification and training except as specified as government furnished. The contractor shall collect, transport and dispose of General Waste and dispose of by means as regulated by the Alabama Department of Environmental Management, and in accordance with Federal, State and local laws and regulations.

3.    Qualifications: The contractor shall be a registered, licensed, permitted waste transporter in accordance with all federal, state and local laws and regulations. The contractor shall provide a copy of all licenses, permits, certificates, proof of insurance liability, and any other requirement forms to the Contracting Officer prior to award.

4.    Key Personnel: The contractor shall identify a person who shall be responsible for the performance of work. The name and phone number shall be provided to the Contracting Officer prior to award.

5.    Contingency Planning: The contractor shall develop and submit to the Contracting Officer, a copy of their contingency plan in the event of vehicle breakdown, disposal facility breakdown, natural disaster, or employee strike prior to award. The contingency plan will include notification procedures for informing the Contractor Officer Representative (COR)/generator of any actuation of the contingency plan to prevent possible violation of interstate laws.

6.    Government Furnished: The government will provide 40 cubic yard compactor for pick-up of waste.

7.    Contractor Furnished: All labor, material, equipment and transportation to transport compactor from facility to disposal facility and return.

8.    Specific Task: Special requirements and locations are provided in the Workload Data Schedule.

a.    The contractor shall provide pickups according to Workload Data Schedule with Federal Holidays excluded. If a pick up falls on a holiday, the contractor will pick up the following workday.
b.    The contractor shall provide all state and federal operation permit(s) issued for the disposal facility prior to award and notify COTR within 30 days prior to changing the disposal facility.
c.    The contractor shall submit a monthly billing/invoice in arrears to the designated government office for payment.

9.    Safety Requirements: In the performance of this contract, the contractor shall take safety precautions as the contracting officer or his/his designee may determine to be reasonably necessary to protect the lives and health of occupants of the building. The contracting officer or his/her designee will notify the contractor of any non-compliance with the foregoing provisions and the action to be taken. The contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the contractor or his/her representatives at the site of the work, shall be deemed sufficient for the purpose aforementioned. If the contractor fails or refuses to comply promptly, the contracting officer may issue an order, stopping all or any part of the work and hold the contractor in default.

10.    Workload Data Schedule: The contractor shall pick up and transport and process for treatment and disposal in accordance with the provided schedule (Tuesday and Thursday). The only exception to the pickup schedule is federal holidays. If a pick up falls on a holiday, the contractor will pick up the following workday.

Birmingham Veterans Affairs Medical Center, 700 South 19th Street, Birmingham, Alabama 35233 - Pickup service will be provided on Tuesday and Friday.

11.    Specific Requirements: Provide copies of contractor's licenses, permits, certificates and proof of insurance liability.

12.    Sanitary Conditions: The contractor will be required to dispose of the miscellaneous trash and inedible garbage in such a manner as to not cause conditions detrimental to public health or to constitute a public nuisance. The contractor will assume full responsibility for compliance with all Federal, State, County, and City laws, rules, and regulations governing removal of waste materials. AFTER EACH DUMP, THE CONTAINER MUST BE TREATED WITH CHEMICAL GERMICIDAL DISINFECTANT. Any trash or garbage scattered by the contractor on the hospital grounds must be recovered and removed by him. The pick-up area must be left in a clean and sanitary condition.

13.    Contractor Conduct: Contractor employees are subject to the Medical Center rules and regulations applicable to their conduct, while performing services at the VAMC. A copy of these rules and regulations are available upon request.

OFFER SUBMISSION: Acceptable offer submission is each CLIN listed separately with individual pricing on standard company quote form including shipping. Include any requisite supporting documentation identified in this solicitation with your offer.
