The Federal Bureau of Prisons, Federal Prison Camp Alderson intends to issue solicitation RFQP01011700013 for the provision of a Soda/Bag in a Box Service for inmates at the Federal Prison Camp located in Alderson, West Virginia. The services will be provided to individuals who are under the custody and care of the Federal Bureau of Prisons within a secure correctional environment, located at the Federal Prison Camp, Alderson, WV. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the most advantageous quote to the Government based on price related factors only. The contract performance for the service will consist of a 12 month contract. The Contractor shall provide repair services on the supplied equipment. The contractor will be required to provide five (5) counter top dispensers (NEW) which shall dispense six different flavors of carbonated beverages. Each dispenser must include an ice maker capable of producing 600 pounds of ice per day. Three (3) of the dispensers must also include water spigots. Flavor selection must include clear soda, fruit punch, lemonade, sweet tea, unsweet tea, grape, and orange. The contractor shall supply carbonated tanks to deliver beverages from BIB dispensers to five (5) separate fountain locations, as well as, three (3) racks adequate for storage of 12 BIB cases each. Contractor-furnished racks for the BIB product, air compressors and pumps shall be located in the basement area of the Food service Department and shall be maintained by the contractor. Syrup supply lines shall be provided by the contractor and will run from the basement area to the first floor dispensers that will be located in the Main Dining Hall (four dispensers) and Staff Dining Hall (one dispenser). The contractor will also be responsible for the delivery, installation, regular servicing, repair and maintenance of these dispensers.

The solicitation will be available on or about June 5, 2017 and will be distributed solely through the Federal Business Opportunities website at www.fbo.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All quotes are due on or before July 5, 2017. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All contractors doing business with the Federal Government are advised that this future solicitation includes the clause FAR 52.212-5 (Apr 2005) for Commercial Items and System for Award Management (SAM). This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The North American Industry Classification System (NAICS) Code is 312111 and the FPC Alderson is seeking a corresponding small business size (Size Standard: 1,250 employees). Delivery schedules will be strictly enforced, and failure to deliver within the established time frame will result in a cancellation of the contract. All items will be closely inspected.
