NOTICE TYPE: Sources Sought
COMPONENT OFFICE: DHRA/SAPRO
REQUIREMENT: Sexual Assault Prevention Training & Curriculum Development


1. The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources to support development of prevention capacity for Sexual Assault Prevention and Response-related topics, to include webinar development and delivery; piloting, revising, and finalizing curricula; and training delivery for sexual assault prevention practitioners. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought Notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.


2. The proposed NAICS for this effort is 541990, Other Professional, Scientific, and Technical Services (size standard $15M). Comments on the NAICS and suggestions for alternative codes are requested and must include supporting rationale. This is also being posted under 541720, Research and Development in the Social Sciences & Humanities with the same request for NAICS comments and suggestions.


3. The Government is specifically performing Market Research to see if there are potential vendors who can provide the following:
• Up to 12 webinars total for Sexual Assault Prevention and Response-related topics to include presentation material preparation, and delivery (or co-delivery) as webinar host and facilitator with recommended subject matter experts (to be approved by the Government).
• Finalizing curriculum content, development of curriculum support materials, including visual aids, handouts, and other materials (e.g., participant manual) to support the curriculum. Narrative for the curriculum has been developed but it, along with support materials developed as part of this effort, will need to be piloted (up to twice) with a small group (up to 30 participants) of the target audience and revised, as needed.
• Implementation of the final curriculum with up to 3 classes of the target audience. Classes will be implemented in person for up to 80 hours with an estimate of 30 participants per class. Location of the classes is to be in the Washington DC area. Materials and resources for the classes will need to be provided by the contractor.
• Administrative meeting and logistics support and facilitation of webinar and training events.

B. CAPABILITIES STATEMENT & MARKET INFORMATION (Response to Section B should be no more than 8 pages)


1. Please describe your organization's breadth of expertise/competency in the following:
• Experience developing, hosting, and delivering webinars and in-person trainings related to sexual assault prevention
• Experience in sexual assault prevention to inform webinar content
• Capacity to provide administrative meeting and logistics support for webinars and in-person trainings
• Experience developing sexual assault prevention-related curricula to build competencies of participants who will be prevention practitioners
• Experience creating visual aids, handouts, and other materials, to include writing and graphic design support, in support of prevention practitioner curricula
• Experience piloting curricula within a military population designed to train professionals, and revising curricula based on user feedback.
• Experience in communicating clearly and concisely with staff in a multidisciplinary setting.


2. Industry feedback is requested on meeting the requirements identified in this Sources Sought Notice. Additionally, the Government seeks answers to the following questions concerning this Notice. Please consider providing responses:
- Your opinion about the difficulty and/or feasibility of the potential requirements, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts;
- Your staff expertise, including your availability, experience, formal training, and any other training;
- Your current in-house capability and capacity to perform the work described.


C. BACKGROUND/PAST EXPERIENCE (Response to Section C should be no more than 4 pages)


Provide the following information on two (2) similar projects in an environment of similar scale completed within the last five (5) years for which the responder was a prime or sub-contractor.


1. The name and value of each project;
2. The name, address, telephone and email address for point of contact;
3. A description of each project, including challenges and successes; and
4. Your company's role and services provided for each project.


All interested and capable contractors are encouraged to respond. Respondents will not be notified of the results of the Sources Sought evaluation. The results of this Sources Sought Notice will assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB), Small Business set-aside, or full and open competition is an acceptable strategy for this procurement. Responses to this synopsis may be used to aid in establishing realistic, achievable small business participation goals.


Interested contractors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought Notice; all costs associated with responding will be solely at the interested party's expense. All information received in response to this submission that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and submissions to this Sources Sought Notice will not be returned.
