SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

 


SLAC has a requirement for a firm fixed price for a Seven channel spectrometer, Vortex® ME-7 SDD, 10 m cable, and power supply, mfg Hitachi High Technologies Science or equivalent.


(1)    Quantity: 1 each Seven channel spectrometer, Vortex® ME-7 SDD 7 x Sensor - 0.5 mm thick, 50 mm2 active area. 25 ¿m Be window, Asics, 230 mm snout, 38 mm diameter. (Drawing # R01446 Rev A) Vortex main cable 10 meter and power supply (Drawing # R01564 Rev. A).


The award will be made based upon the Lowest Price Technically Acceptable basis. The evaluation factors will be as follows:


(1)    Overall detector configuration: The proposed detector will have seven individual silicon drift diode (SDD) elements close packed such that there is one central element surrounded by six others. The outer snout of the detector must be 38mm diameter or less and 200-300mm long.


(2)    Detector elements: Elements must be discrete (physically separate, non-monolithic) and each have an active area of ≥ 50mm2 and thickness of ≥0.5mm.


(3)    Preamplifier: Each element is to be equipped with an ASIC (CUBE-type) preamplifier on the cold stage.


(4)    Detector cooling: Cooling to be provided by an air cooled thermoelectric stage, no cryogens or additional water cooling.


(5)    Detector window: ≤25um Be


(6)    Energy resolution: 55Fe isotope, FWHM(eV) at 5.9 keV

1 µs, < 155 eV
0.5 µs, < 170 eV
0.25 µs, < 185 eV
0.1 µs < 260 eV


(7)    Peak-to-background: (peak count at 5.9 keV divided by average counts between 1.6 keV and 3.2 keV background using 55Fe) >1000:1 at 1 µs peaking time


Submittal Requirement: Vendor shall submit with their Quote either - A statement that they can meet the requirements or if vendor cannot meet the requirements, provide alternative tolerances that the vendor can meet for SLAC's review/ evaluation and consideration.


Your proposal must be valid for 90 days after submission. Submissions can be provided by electronic files in PDF format.


Marking of Proprietary/Confidential Information. Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information.


For Offeror to be eligible for a subcontract award with the University and the U.S. Department of Energy (DOE), Offeror shall be registered with the System for Award Management (SAM). Entities may register at no cost directly at the SAM website: https://www.sam.gov.


The resulting purchase order shall be performed in accordance with SLAC National Accelerator Laboratory's Terms and Conditions for Fixed Price Commercial Supplies and Services dated December 2016
