Dear Offeror,


This cover letter precedes a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution (FCI), Bennettsville, South Carolina, for Repair of the Fire Alarm System for FCI Bennettsville Housing Units, Special Housing Unit, and the Federal Prison Camp. This package contains all the necessary information for submitting a proposal for evaluation.


In submitting the request for quote, offerors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of your quote.


All contractors doing business with the Federal Government must be actively registered in the System for Award Management (SAM) database, information found at www.sam.gov. Offerors should include their Data Universal Numbering System (DUNS) number in their offers. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's DUNS number into the SAM database. Failure to complete the registration procedures will result in elimination from consideration for award.


All potential offerors are also advised that this solicitation includes the Federal Acquisition Regulation (FAR) clause 52.204-8 Annual Representations and Certifications. This clause requires that all contractors must have completed the annual representations and certifications electronically via the Online Representations and Certification Application (ORCA) website at http://orca.bpn.gov. This information is included in the solicitation in the provision FAR 52-212-1, Instructions to Offerors - Commercial Items. Once you have completed the ORCA requirements, you are no longer required to submit 52.212-3, Offeror Representations and Certificates with your offer. The Contracting Officer will verify registration in the ORCA database prior to award by entering the potential awardee's DUNS number into the ORCA database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.


The Government will award to the responsible offeror whose offer conforms to the solicitation and is considered to be the most advantageous to the Government. Please quote only on those items specified. Do not change the item description or the unit of issue. Do not use phrases such as "All or none", or any other phrases that would limit the Government from awarding by line item.
Quotations shall be received on or before the deadline of September 9, 2016, at 2:00 pm EST.

Proposals received after the deadline will be processed in accordance with the requirements of FAR 52-212-1 (f).


The Government reserves the right to utilize the Government purchase card for all purchase which totals less than $3,500.00
