SUBJECT
A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL)


The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation.


PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011)
This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.


HOW TO APPLY
Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process.

This solicitation in no way obligates the Department of State to award a PSC contract, nor does it commit the Department of State to pay any cost incurred in the preparation and submission of the application.

GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT


The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.


The Bureau of International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs, Central America Regional Security Initiative (INL/WHP/CARSI) team supports foreign assistance programs throughout Central America. The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. This position acts as a Corrections Advisor for INL at U.S. Embassy San Salvador, El Salvador. The Advisor will serve as the subject matter expert on all corrections disciplines and coordinate with government agencies that represent prison administration and management throughout the country. The Advisor will assist the Government of El Salvador (GOES) to develop a prison reform program that addresses prison policy, training, and inter-ministerial coordination. The Advisor will provide mentoring and training on all aspects of corrections to personnel of the GOES's prison system and other officials from the GOES as required.


RELATIONSHIP


The Corrections Advisor reports directly to the INL Coordinator (PSC) and the INL Deputy Director at Embassy San Salvador, El Salvador, with technical guidance given by the Criminal Justice Assistance and Partnership (CAP) Senior Corrections Advisor.


The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development.


In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer.


DELIVERABLES/REPORTS


Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports as required by the INL Director/Deputy Director and/or INL/WHP and "Completion of assignment report," which shall be a comprehensive review of the projects in which the contractor was involved.


Each report shall include a critique of and recommendations for the various projects. The completion of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following;


1. INL/POST Director(s) and;
2. INL/Program Officer


Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports.


The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report.


When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type.


DUTIES AND RESPONSIBILITIES


1. Conduct on-going assessments of the organizational and operational capacities of the corrections system. The assessments should evaluate the government's ability to provide effective, humane, and appropriate prison system management and provide the correct equipment, associated policies, procedures, curricula, programs, and systems required to operate a modern correctional program. The assessment will identify specific training and technical assistance needs.
2. Conduct oversight and supervision (including GOR and COR responsibilities as required) of on-going INL grants and contracts related to corrections programs.
3. Provide technical assistance to appropriate ranking law enforcement and other justice sector officials related to corrections programs.
4. Provide advice and assistance in preparation of documentation for procurement of technical services, training and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured. This includes, equipment, including hardware and software, needed to facilitate information sharing, such as fingerprint analysis tools and case information tools.
5. In coordination with INL, facilitate the implementation of training and technical assistance, including monitoring and evaluation of effectiveness of interventions.
6. In coordination with INL, implement collaborative correctional activities, ensuring that law enforcement, prevention, and correction activities are part of an integral program.
7. Provide oversight and supervision of other INL foreign assistance programs and LES, TPC, and PSC personnel as directed by the INL Director and/or Deputy Director.
8. In coordination with INL, provide support to other USG correction programs in the region on an as-needed basis.
9. Provide input to INL for the F Budget process, including development of operational plans.


TRAININGS & DISTANCE LEARNING COURSES


1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.
2. Completes the Grants Officer Representative training requirements including, but not limited to (PY260) Federal Assistance Management, (PY220) Introduction to Grants and Cooperative Agreements, (PY222) Monitoring Grants and Cooperative Agreements, (PY261) GOR Training, (PY262) Grants Management, and (PY320) Ethics in the Grants Environment within the first six months of arriving at Post.
3. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.
4. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post.


COMPLEXITY


The Corrections Advisor must be able to: review host country corrections needs and capacity to increase the scope of operations and information-sharing; develop and manage relationships with multiple INL personnel, law enforcement units, host government officials, and interested parties in Washington D.C.; ensure sustainability of projects through provision of planning, communication, and operational standards; and have the ability to integrate competing needs of partner nation law enforcement and justice sector units into a coherent and comprehensive transnational approach.


SCOPE AND EFFECTIVENESS


The Corrections Advisor performs a broad range of coordination tasks related to the development of corrections capacity in a complex foreign assistance environment in Central America.


PERSONAL CONTACTS


The Corrections Advisor works closely with the INL/WHP CARSI Team Lead, the Directors of INL offices and sections throughout Central America, INL field-based personnel, and INL-supported interagency personnel. The Corrections Advisor will also have contact with Law Enforcement Officials of partner nations, coordinating agencies (USG or host country) as appropriate, and other INL Contractors.


MINIMUM QUALIFICATIONS


1. U.S. citizenship and the ability to obtain and maintain a DOS Secret level security and medical clearances.
2. Demonstrated Superior English and Spanish communications skills, oral and written.
3. Minimum fifteen (15) years of demonstrated experience in U.S. corrections operations, to include management, organizational development, planning training, with at least two (2) years of this experience at the level of assistant warden, chief of security, chief of classification, or chief of prisoner programs, (or the equivalent) or above.
4. Graduate of a certified state or federal corrections training academy.
5. Demonstrated knowledge of transnational criminal gangs, especially those prevalent in Central America.
6. Demonstrated knowledge of prison design, facilities, policy development, security prison operations, and systems management.
7. Demonstrated experience in developing information from prison security threat groups to improve prison operations, law enforcement, and prevention.
8. Demonstrated experience working with personnel at all levels of prison operations, from guards patrolling the prison, to squad and section leaders managing staff, to outside leaders and community figures playing a civil society role.
9. Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
10. Demonstrated experience with developing and implementing corrections programs and knowledge of corrections development in an international environment.
11. Demonstrated experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID), the United Nations and in host nation entities.
12. Proficient in Microsoft Office Suite.


GOVERNMENT-FURNISHED EQUIPMENT


The PSC shall be able to use a furnished office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State.


EVALUATION CRITERIA


Factor 1: Work Experience (40 Points)
Demonstrated professional experience planning and developing corrections programs and the ability to coordinate with host country justice sector and corrections officials, other USG agencies, and Civil Society Organizations. Demonstrated experience in capacity enhancement (training/technical assistance/analysis) with law enforcement in Central America.


Factor 2: Program Experience (30 points)
Knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG, including knowledge and experience in U.S. Government regulations, standards of conduct and ethics.


Factor 3: Management & Communication Experience (15 points)
Ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials.


Factor 4: Past Performance (15 points)
Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.


The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection.


COMPENSATION (BASE PAY)
For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
