The Bureau of the Fiscal Service Division of Procurement Services, on behalf of the Armed Forces Retirement Home, is issuing a solicitation for Facilities Maintenance Services at the Gulfport, MS location. This solicitation is anticipated to result in a Fixed-Price Contract with some Labor Hour/Material CLINS. This solicitation is set-aside 100 percent Small Business.

Interested Contractors shall attend a site visit at the AFRH-G, 1800 Beach Drive, Gulfport, MS 39507-1508 to gain a better understanding of the work to be required. No questions shall be asked or addressed at the site visit. All questions shall be submitted in writing by the time designated below. The site visit is scheduled for Tuesday, October 29 at 10:00 am EST. Contractors shall contact the COR, Mr. John Cage upon arrival at (228) 365-4643. Offerors shall provide a current form of identification (i.e. Driver's License) at the guard station in order to gain access to the campus.


Questions regarding this solicitation shall be submitted in writing by 2:00 p.m. EST, November 4, 2019 to purchasing@fiscal.treasury.gov with the subject line "AFRG-CO-20-0003 Questions BG/PW".


Proposals shall be submitted electronically to Fiscal Service to purchasing@fiscal.treasury.gov on or before 2:00 p.m. EST, November 12, 2019 with the subject line " AFRG-CO-20-0003 Proposal BG/PW ".


Proposals shall include the following information to be considered complete: Offerors shall submit an electronic copy of Volume I - Contract Documents, Volume II - Technical Proposal, and Volume III Price Proposal, as separate attachments, by the due date. Offerors shall also provide 3 past performance references (Government or Commercial) where they have provided a similar service by the due date.


Please pay close attention to the Proposal Instructions under the Required Proposal Documents section.


It is the Offeror's responsibility to ensure/confirm timely receipt. The Offeror assumes full responsibility for ensuring all electronic materials and attachments submitted are formatted in accordance with the Bureau of the Fiscal Service Security Requirements. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:


.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, html, mhtml, and .zip files


The Government does not allow 3rd party messaging systems/secure mail.


Microsoft Office non-macro enabled compatible documents and .PDF documents are acceptable. If the Offeror determines that other formats are necessary, it is the Offeror's responsibility to verify with Fiscal Service that those formats are acceptable. Proposal materials with unacceptable or unreadable formats may be found non-responsive.
