Description
This is a combined synopsis/solicitation for Brand Name or Equal commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05.

This is a 100% total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 339113, with a small business size standard of 750 employees.

The Beckley VA Medical Center in Beckley, WV, SPS department has been affected by poor hospital steam quality and purity for the sterilization process. Poor quality steam has led to scaled and stained chambers, stained wraps and instruments, increased instrument repair costs, equipment downtime and poor equipment performance. To mitigate these issues the VAMC will be converting to self-generating steam sterilizers that are constructed of all stainless steel piping and stainless steel boiler vessel. Beckley, WV has relatively hard water and the boiler feed water should be properly treated. The integral steam generators make-up water will be from a Reverse Osmosis water system already on site.

STATEMENT OF WORK


GENERAL INFORMATION

1. Title of Project: NEW STEAM STERILIZERS

2. Scope of Work: VAMC Beckley SPS department has been affected by poor hospital steam quality and purity for the sterilization process. Poor quality steam has led to scaled and stained chambers, stained wraps and instruments, increased instrument repair costs, equipment downtime and poor equipment performance. To mitigate these issues the VAMC will be converting to self-generating steam sterilizers that are constructed of all stainless steel piping and stainless steel boiler vessel. Beckley, WV has relatively hard water and the boiler feed water should be properly treated. The integral steam generators make-up water will be from a new Reverse Osmosis water system to meet the recommendations set forth in AAMI TIR34 Table 1.


Proposed Solution: Two Steam Sterilizers with integral electric steam generator

Equipment Description: The Steam Sterilizers will be automatically controlled, high performance steam sterilizers with a user interface. The sterilizer design includes stainless steel chamber, door, piping and components.







Application:

The sterilizer is intended to sterilize wrapped and unwrapped medical items suited for steam sterilization at a temperature between 250B0F (121B0C) and 275B0F (135B0C), such as surgical instruments, open liquids, hard goods, textiles, gowns, towel packs, containers, paper and plastic items.

(a)B If an item in this solicitation is identified as brand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Government s needs. The salient physical, functional, or performance characteristics that equal products must meet are specified in the solicitation.
(b)B To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must-
B (1)B Meet the salient physical, functional, or performance characteristic specified in this solicitation;
B (2)B Clearly identify the item by-
B B B (i)B Brand name, if any; and
B B B (ii)B Make or model number;
B (3)B Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and

(c)B The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
(d)B Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation.

FAR 52.212-1, Instructions to Offerors Commercial Items [Oct 2018]
FAR 52.212-2, Evaluation Commercial Items [Oct 2014] - The Contractor shall be an Authorized Distributor and shall provide an Authorized Distributor letter from the manufacturer to verify the Vendor is an Authorized Distributor of the product/service they are providing. (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government. The following factor shall be used to evaluate quotes: Price Only.

FAR 52.212-3, Offerors Representations and Certifications Commercial Items [Oct 2014] - Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://beta.sam.gov/ in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required.

SDVOSB and VOSB socio-economic categories must be registered within the Vendor Information Pages (VIP) and the Verification Case Management System (VCMS) via https://www.vip.vetbiz.va.gov/ (VetBiz) prior to award if selected.

This is an open-market combined synopsis/solicitation for supplies as defined herein. The Government intends to award a Firm-Fixed Price (FFP) purchase order/contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.

To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"

Quoter shall list exception(s) and rationale for the exception(s).

Submission of quotes shall be received no later than 2:00 p.m. (est) on September 25, 2019 only via email to Anna Fitzgerald, Contract Specialist. Late submissions of quotes will not be evaluated, accepted, or considered for award.
