This is a REQUEST FOR INFORMATION (RFI) only and is NOT a solicitation for proposals, proposal abstracts, or quotations. Refer to Reference Number "28321319RI0000064" when responding to this announcement.

The Social Security Administration (SSA) seeks information to determine the availability of contractors capable of supporting the ongoing SSA Access to Financial Institutions (AFI) Program. The Supplemental Security Income (SSI) program utilizes the Access to Financial Institutions (AFI) Program to verify accounts, account balances, and interest income for applicants, recipients, and/or deemors. SSA requires eligible contractors to provide a seamless transition from the current contractor to support all specified aspects of AFI program management and systems processing.

Please submit one (1) electronic response by 5:00PM EST, May 31, 2019, with the following E-mail Subject Line: "RFI 28321319RI0000064: Access to Financial Institutions (AFI)". Response shall be submitted to the following email address: scott.pinney@ssa.gov.

Submit responses containing the following elements:
1. A cover sheet which clearly identifies the following information:
a. Organization name, address, and contact information (email and telephone number of a designated point of contact).
b. A brief description of type of business or organization.
c. DUNS Number and socioeconomic designation of the organization [i.e. small business, small disadvantaged business, 8(a), etc.]
d. Availability of the referenced services on existing contract vehicles, such as GSA, NASA SEWP, and other federal agency IDIQ contracts -- specify specific contract numbers, periods of performance, description of services.

This RFI notice is for informational purposes only and does not obligate the Government in any way. This RFI shall not be construed as a commitment on the part of the Government to award a contract, cooperative agreement, or grant, nor does the Government intend to directly pay for any information or responses submitted as the result of this notice.

The Government will not reimburse respondents for any costs associated with the information submitted in response to this request. The Government will treat each submission as confidential when requested to do so by the respondent. Respondents will not be notified of the results of any evaluation of the information received, and submissions will not be returned to the sender.

No telephone calls will be accepted requesting a quote package or solicitation.

Information gathered through response to this RFI may inform decisions on whether and how to proceed with future procurements. Vendors interested in responding to possible future solicitations for services similar to those described herein should monitor FBO and other Government resources for relevant SSA solicitation announcements and submit responses separately from this RFI.

After reviewing information received in response to this RFI, SSA MAY:
1. Contact organizations individually to ask for clarifications;
2. Continue to refine the objectives of the requirement and/or associated tasks;
3. Solicit proposals to procure the requirement. SSA is not obligated to contact any or all respondents, hold meetings with any or all respondents, or solicit proposals as a result of this request.
