EC CODWR HYDROLOGIC PROGRAM SUPPORT

THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE.

The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-a-side for small business or other socioeconomic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond.

The synopsis and solicitation, if issued, will be made available on FedBizOpps (http://www.fbo.gov) and FedConnect (http://www.fedconnect.net). It is the potential offerors responsibility to monitor FedBizOpps and FedConnect for issuance of any future solicitation that may result from this Sources Sought Synopsis.

NAICS Code: 811219 (Other Electronic and Precision Equipment Repair and Maintenance), Small Business Size Standard: $20.5 Million, Product and Service Code (PSC): R499 (Other Professional Services)

The resulting solicitation and contract will be firm-fixed-price (FFP).


GENERAL INFORMATION:

The Bureau of Reclamation (BOR) Acquisition Services and Financial Assistance (ASFA) Great Plains Region has been tasked to solicit for and procure services for Hydrological services support of twelve (12) hydrologic monitoring stations within the Eastern Colorado Area Office primarily Del Norte and Larimer counties.

THE WORK CONSISTS OF:

1.    Provide technical support to Reclamation to ensure that installation, upgrades, setup, operation, and maintenance of automated data acquisition and satellite telemetry equipment at Reclamation-owned stations remains compatible with the SMS. Reclamation will have principal responsibility for station and DCP maintenance, including but not limited to, instrumentation, flumes, canals, control structures, buildings, stilling wells, electrical service, telephone service, SCADA infrastructure, and removal of debris. Reclamation will notify the Contractor of maintenance or failures that may affect station operation. As needed, the Contractor will support Reclamation in establishing standard protocols for:
a.    monitoring station operation;
b.    staff training in compliance with the standard protocols; and
c.    DCP installation.

2.    Follow standard State of Colorado, Division of Water Resources quality assurance procedures for hydrologic station operation, rating curve maintenance, record review, and data processing. These procedures include but are not limited to:
a.    monitoring station operation and performance;
b.    performing routine stream discharge measurements for verifying discharge and/or maintaining and updating the stage-discharge relationship at stations shown with a B?YB? in the Discharge Measurement column in the Station List; and
c.    conducting scheduled and emergency station visits as required to supervise and ensure reliable station operation. Station visits can include calibration of instrumentation and performance of emergency repairs as needed.

3.    Maintain supported monitoring stations that are not Reclamation-owned in full operational capacity. These stations are denoted with B?CODWRB? in the Station Owner column of the Station List. At the ContractorB?s discretion, the Contractor may use Reclamation or Contractor provided instrumentation at these stations.

4.    Ensure that a calibrated analog signal compatible with the SCADA system is provided at monitoring stations shown in the Station List with a B?YB? in the SCADA column. Reclamation will provide the analog signal scaling and offset values required by the SCADA system.

5.    Communicate directly with Reclamation personnel as needed to coordinate station repairs and operations. Personnel may include facility supervisors, communication & instrumentation mechanics, powerplant operators, water schedulers, or Reclamation maintenance contractors.

6.    Report to the Reclamation point of contact (see Section 15) any observed condition that requires repair or maintenance at a Reclamation-owned monitoring station. ReclamationB?s point of contact should be notified as soon as possible of any repairs or maintenance conducted by the Contractor.

7.    Process into the SMS database all self-timed and random transmissions received from each of the stations in the Station List. Processing of transmitted data shall include:
a.    real-time computation of unit time (typically 15-minute interval), hourly average, and average daily values of streamflow and reservoir storage utilizing applicable rating tables;
b.    posting of same to the StateB?s public website;
c.    retrieving on-site recorded data logs and use these logs to fill incomplete records resulting from failed satellite transmissions; and
d.    archiving raw and processed data values in the SMS database(s).

8.    Assemble the prior Water YearB?s annual streamflow record at the monitoring stations shown in the Station List with a B?YB? in the Streamflow Record column.

9.    Maintain provisional, historic, and processed data; satellite message decode statements; equipment configuration files; and datalogger data files for all stations included in the Station List.

10.    Maintain database integrity on a progressive basis for all monitoring stations included in the Station List. The Contractor will maintain reasonable maintenance contracts on the central hardware system and perform reasonable system backup routines. SMS access will be available on a continuous basis except during periods of computer and/or satellite receiver station maintenance.

11.    Any Reclamation-owned equipment that the Contractor removes from a station due to damage or is otherwise not in service, except equipment kept on the ContractorB?s service truck as spare parts, will be returned to Reclamation within two business days after removal from a station. The Contractor will notify ReclamationB?s point of contact and provide the model and serial numbers as well as a helpful description regarding mode of equipment failure, if known.

12.    Comply with facility Hazardous Energy Control Program (HECP) procedures as defined within ReclamationB?s Facilities Instructions, Standards and Techniques Volume 1-1. When the Contractor needs access to facilities that require HEC procedures, Reclamation shall facilitate the ContractorB?s access to the facility by issuing a Special Work Permit and assisting the Contractor with locking onto a facility clearance lockbox.

13.    Provide regular and emergency email and/or telephone communication to ReclamationB?s point of contact as needed to summarize completed station visits; make requests for Special Work Permits; provide notification of identified station repair or maintenance needs; and report SMS outages. The Contractor will be responsive to all inquiries and requests from Reclamation personnel.

The Contractor will provide the following deliverables:

1.    Publish instantaneous, hourly average, and daily average provisional data on the StateB?s public web site. The record shall include:
a.    gage height and stream flow discharge measurement stations as indicated by a B?YB? in the Discharge Measurements column in the Station List; and
b.    pool elevation and storage for reservoirs as indicated by a B?NB? in the Discharge Measurements column.

2.    Publish the prior Water YearB?s annual streamflow record for each station identified in the Station List by March 31. The record is to become available through the StateB?s public website.

3.    Provide email summaries of discharge measurements and station visits conducted in the execution of this PWS. The Contractor shall provide summaries at least quarterly to ReclamationB?s technical representative/point of contact.

4.    When requested by Reclamation, the Contractor will provide, within two weeks of the request, provisional, historic, and processed data; satellite message decode statements; equipment configuration files; datalogger data files; and station inspections to Reclamation for all stations included in the Station List.

Execution of this contract will require the Contractor to conduct site visits at multiple remote locations. The Contractor will provide all required transportation to and from the stations. Furthermore, the Contractor shall conduct all office-type tasks at the ContractorB?s facility.

INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS:

Firms responses to this synopsis shall be limited to ten (10) pages and at a minimum, shall include the following information:

1. Name and address
2. Point of contact name, phone number and email address
3. CAGE Code and Unique Entity Identifier (i.e. DUNS) Number (if applicable)
5. Capabilities: Firms shall demonstrate their ability to meet the requirements outlined above.
6. Business size based on the listed NAICS Code, as well as any socioeconomic categories (Small Business,
8(a), HUBZone, WOSB, EDWOSB and SDVOSB)
7. Firms Joint Venture information (if applicable)
8. Verification that the company is registered in the System for Award Management (SAM) web page and is B?activeB?

Responses will be shared within the Governments project team, but otherwise will be held in strict confidence.

Interested firms shall respond to this synopsis no later than 10:00 AM Mountain Daylight Time (MDT) on April 16, 2019.
