The General Services Administration (GSA) is seeking qualified HubZone certified contractors for the replacement of the Domestic Water Heating Equipment at the Federal Building located at 709 West Ninth Street in Juneau, Alaska. The magnitude of construction for this requirement is expected to be between $250,000 and $500,000.

Contractor shall provide all labor, materials, tools and equipment necessary to remove the existing domestic water heating equipment, design a replacement system, and install the replacement domestic water heating equipment in the building.

GSA is in the process of developing a complete Request for Proposals (RFP), seeking a Design-Build Contractor for the above mentioned project. It is anticipated that the RFP shall be released on or about July 12, 2019.

This procurement is expected to be made under North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard for NAICS code 236220 is $36,500,000 in average annual receipts over the past three years.


If you are an interested small business, per the definition above, please provide a Written Letter of Interest and responses to the questions listed below.

1) Is your firm a Small Business concern under NAICS code 236220? Are you registered as a small business in www.sam.gov? Please provide your DUNS#.

2) Is your firm a HUBZone certified Small Business? (For additional information on small business concerns visit www.sba.gov.) Please provide proof of your firm's status (i.e. System for Award Management (SAM) profile printout, certification letter from the Small Business Administration, etc).


3) Does your firm have the bonding capacity that would be required under this project?
All information furnished to the Government in response to this notice will be used for review purposes only.


In any joint venture or teaming arrangement the General Construction firm must qualify as a HubZone certified Small Business in accordance with NAICS code 236220 in order to be considered under this Presolicitation Notice. All respondents are reminded that at least fifteen percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern per FAR clause 52.219-14(b)(3) - Limitations on Subcontracting.

Firms who submit letters, and who meet the terms for the HubZone set-aside, prior to the RFP's release shall be directly emailed a complete copy of the package when it is published.


The Government anticipates making an award determination for this requirement during the 4th Quarter of Fiscal Year (FY) 2019; sometime between August 15th and September 30, 2019.
