Naval Surface Warfare Center Crane Division has a requirement for testers and test support requirements. The types of supplies and services to be procured include, but are not limited to testers, spares, maintenance and repair services, instrument calibration, training, engineering, configuration management, and program management.


The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Teradyne Incorporated,700 Riverpark Drive, North Reading, MA, 01864-2634, with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.


Competition is being restricted for this procurement. Items that are not form, fit and functionally interchangeable, would result in not only development costs, but also sustainment costs. Duplication of cost estimates were developed by the Government. If the Government was to reverse engineer, it is estimated to take approximately 10 years and $148.4 million in duplicative costs. Funds for this amount are not available and could not be recouped if there were a competitive effort.


All responsible sources may submit a capability statement that shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to modify existing contract N0016415DGP99 to extend the ordering period by five years with the addition of five one-year options to meet these requirements.
