N00164-19-R-JQ64 - SOLE SOURCE - TRITON HIGH-DEFINITION (HD) MULTI-SPECTRAL TARGETING (MTS) ELECTRO-OPTIC/INFRARED (EO/IR) SYSTEMS - FSC/PSC 5855 - NAICS 334511
Issue Date: 8 August 2019 - Closing Date: 09 September 2019 - 2:00 PM EDT
Naval Surface Warfare Center (NSWC) Crane has a requirement for Triton HD MTS EO/IR Systems in support of the MQ-4C Triton Program. This procurement will include Low Rate Initial Production units and Full Rate Production units in support of various end users.
The Government intends to solicit and negotiate with one source, Raytheon Company in McKinney, Texas, under the authority of FAR 6.302-1 Only One Responsible Source. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through another source.
This requirement is planned to be a Firm-Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a minimum quantity of three (3) each and a maximum quantity of 21 each AN/DAS-4 configuration MTS system.
All interested parties and responsible sources may submit a capability statement that shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.
All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
