DLA Land at Aberdeen anticipates issuance of a Request for Proposal (RFP) on or about September 22, 2014, which will result in the award of one or more Indefinite Delivery-Indefinite Quantity (IDIQ) Firm-Fixed Price (FFP) type contract(s) with one 3-year base period and no option periods. The RFP will be for the following item in support of the Single Channel Ground and Airborne Radio System (SINCGARS) radio set AN/VRC 87/88/90 Series.

The National Stock Number (NSN), Item Description, Provisioning Parts List (PPL) and 3-year Best Estimated Quantity (BEQ) are as follows:

ITEM: NSN 5895-01-225-8658, SINCGARS MK-2204/VRC Installation Kit (IK), PPL 18186

BEQ Year 1: 910 Kits
BEQ Year 2: 237 Kits
BEQ Year 3: 236 Kits

The BEQ for any resultant IDIQ FFP contract(s) is provided for planning purposes only, and does not represent a guarantee by the Government. The Government is only obligated to order the guaranteed minimum, which will be available in the forthcoming solicitation.

First Article Testing is applicable for seven of the components in the MK-2204/VRC IK. A technical data package for the Installation Kit will be provided with the solicitation.

The Required Delivery Schedule is:

With First Article Requirements: 75 kits 360 days after date of delivery order; 75 kits every 30 days thereafter.

Without First Article Requirements: 75 kits 180 days after date of delivery order; 75 kits every 30 days thereafter.

This item is covered under FAR and DFARS 8.6, with Federal Prison Industries (FPI) as the required source. However, in accordance with FAR 8.602 (a)(4)(i)(A), the IK will be acquired using the set-aside procedures of FAR 19.5, as a total small business set-aside, with FPI included in the solicitation process pursuant to FAR 19.504. The NAICS Code for this NSN is 335931, Current-Carrying Wiring Device Manufacturing, 500 Employees.
