Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Flight Control Computer PR: FD20602000098

 

ITEM DESCRIPTION:

 


The Flight Control Computer is a system used on the Air Force F-15E aircraft.  The FCC is divided into three similar channels, forming a triple redundant system.  Each channel contains five CCAs and a power supply.  The power supply provides various bus power, rate gyro power, monitors circuits, BIT, and external power used by various actuators, and indicators.

 

Impediment to Competition:

 

 


The F-15E FCC is manufactured by BAE SYSTEMS CONTROLS INC. Which is the original equipment manufacturer (OEM) cage (07690). Past acquisitions for the FCC have been sole source to BAE.  The reason for sole source purchase was the lack of adequate data engineering and manufacturing data to be able to compete the purchase.  This data is proprietary to BAE. The Government has requested BAE to provide a quote for the purchase of level three type data in past acquisition efforts and received a no-bid. The FCC must meet all operational requirements currently in place for the F-15E Flight Control Computer as currently provided by BAE Systems.  The delivered units must meet all performance tests as described in the BAE test requirements documents as well as the F-15E Form and Fit.

 

INTEREST

 

The DLA/AWB Contracting Office intends to award a sole source contract to BAE SYSTEMS CONTROLS INC. for the manufacture of the FCC in support of the F-15E program.  Other interested parties may identify their interest and capability to respond to the requirement no later than 1 June 2019 by emailing april.walls@us.af.mil or adam.parker.14@us.af.mil. ; The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
