    This is a notice of intent that AFSC/PZABB anticipates issuing a Firm Fixed Priced (FFP) Requirements Indefinite Delivery (IDC) contract for the repair of the ALR-56M Electronic Control Amplifier and Video Amplifier, which consists of National Stock Number (NSN) 5996-01-365-4599EW and 5996-01-365-5065EW that supports Electronic Countermeasures System (ECM) used on the F-16 C/D and the C-130J A/C.

The contract will consist of a one-year Basic period and four (4) one-year options. The ordering validity period of this IDC is projected to be from 13 February 2020 to 12 February 2025 (FY20-FY24).


The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Akon Incorporated, Cage; 5V234 in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government does not own the data or the rights to the data needed to contract repair of parts from additional sources. This acquisition does include the development and delivery of technical data that may be utilized for future competitive procurements.


All responsible sources may submit a capability statement or proposal which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.

If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serous contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
