This is a Synopsis/Pre-Solicitation notice. The final solicitation package will follow.

This opportunity is only available to Small Businesses. The U.S. Fish and Wildlife Service Region 5, has a requirement to remove and replace the Freeland Trail Boardwalk and improve the Freeland Trail parking area at Canaan Valley National Wildlife Refuge, Davis, WV (Tucker County). This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiation. This will be a Firm Fixed Priced Contract and Award will be based on Lowest-Price Technically-Acceptable (LPTA).
    
The Solicitation will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about November 12, 2019. Interested contractors must be registered in SAM (System for Award Management, www.sam.gov) and complete Online Representations and Certifications.

A pre-proposal site visit will be announced with the solicitation.

The NAICS code is 237990 b Other Heavy and Civil Engineering Construction and the size standard is $39.5 million. The project magnitude is between $500,000 and $1,000,000.

The work will commence within 15 days of Notice to Proceed and be completed within 180 days. Work can commence August 15 to November 15.

Bonding Requirements: 20% Bid Bond, 100% Payment Bond, 100% Performance Bond
