Title of Project: Correct Electrical Issues at Dangling Rope Marina


GENERAL:
The National Park Service (NPS), Department of Interior (DOI), Denver Service Center (DSC), is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. This is the solicitation  being issued electronically on the Federal Business Opportunities website at www.fedbizopps.gov . Proposal documents are available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications are available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.

Title of Project: Correct Electrical Issues at Dangling Rope Marina


Description:
This project is to correct NEC code compliance deficiencies, this project will replace the existing 4160 volt (V) electrical distribution system that supplies power to Dangling Rope Marina with an updated electrical distribution system rated 600V or less. Replaced components will include medium voltage switches, transformers, cables and appurtenant features. All 4160V equipment on land will be relocated above full pool elevation (National Electrical Code (NEC 555.4). This project also will include construction of an approximately 900 foot (ft) long vehicle and utility access ramp to provide a decked 12 ft wide ramp with utility chase that will accommodate existing water sewer and electrical utilities. This ramp will extend from the existing headwalk of the marina to the full-pool elevation of the lake, along an existing concrete ramp. In addition, this project will include the identification and labeling of disconnect switches, and all other electrical distribution equipment including switchboards, distribution panels, panel boards, transformers, circuit identification labels, and circuit directories. All previously handwritten labels will be replaced with typewritten identification labels on the inside of door panels to meet National Fire Protection Association (NFPA) code 303, 5.16:4 (NEC 408.4). Strain relief will be provided for portable power cables and verification that all existing electrical connections are in compliance with datum plane requirements (NEC 555.2, 555.5 and 555.9). This project will also include upgrade of shore power outlets to higher ampacity rated outlets, load and voltage drop tests and updating record drawings and single line diagrams to reflect current "as built" conditions.


Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price.


Estimated Price Range: $1 million - $5 million


Estimated Period of Performance: July 2019 - July 2020


Proposal receipt date is July 8, 2019 at 2:00 pm MT.

A pre-proposal site visit will be conducted on Wednesday June 5th, 2019 at 7:30 am.  Meeting at the Glen Canyon National Park Headquarters, Vermillion Room, 691 Scenic View Drive, Page, AZ, 86040.  Afterwards, participants will go to Wahweap Marina near Page AZ, for a boat trip to Dangling Rope Marina, the project site.  

Instructions:
- Each contractor needs to RSVP with number of attendees no later than COB (5:00pm MST) June 3, 2019.  POCs are:  Joy_Ewalt@nps.gov; and Dave_Thomas@nps.gov.
- Each contractor is permitted a maximum of 3 individuals on site visit.  They are encouraged to include an electrical and structural discipline. 
- NPS will provide transportation to and from the Dangling Rope Marina, via NPS vessel.  Safety briefing will be provided. 
 - The boat trip will be approximately one and a half (1-1/2) hours each direction, plus a couple of hurs on site.  Plan accordingly.  Bring snacks and water.  Limited offerings at concessions on site.


All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. Amendment No. 8

The purpose of this Amendment is to provide the updated "Questions and Answers" received as of the cutoff date which were not previously answered. 

Amendment No. 5

The purpose of this Amendment #5 is to provide responses to questions, to correct hte period of performance in FAR 52.211-10 Commencement, Prosecution and Completion of Work and to correct deadline dates in Construction Specification  01 32 16 -7 Construction Schedule.

AMENDMENT NO. 4

The purpose of this Amendment #4 is to provide a copy of the pre-bid sign in sheet, pre-bid conference information, change in contract specialist and cut off date for questions.
