 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is RFQP0700COBO140039 and it is issued as a Request for Quote (RFQ). The requirement will be solicited as a total small business set aside for Woman Owned Small Business under the WOSB Program. The applicable North American Industry Classification System (NAICS) code is 541219, Other Accounting Services and the size standard is $19.0 million.


The Federal Bureau of Prisons, Central Office Business Office, Washington, DC intends to establish a single award, firm-fixed price type contract for the provision of Reconciliation and Reclassification Services to be rendered at the Federal Bureau of Prisons, Administration Division, Finance Branch located in Washington DC. Information regarding the Bureau of Prisons (BOP) and its facilities can be located at www.bop.gov. A description of the services required is attached to this posting and labeled as RFQ Attachment 001 - Description of Requirement.


Contract Clauses: Attachement 002

Faith-Based and Community- Based Organizations (AUG 2005) - can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.


Interested parties are hereby notified at any contract awarded based on this solicitation will be of a nonpersonal nature. As such:
(1) The service is a contractual arrangement and not a personnel appointment;
(2) Payment is based on an end product or the accomplishment of a specific result;
(3) The service does not constitute an employer/employee relationship; and
(4) The contractor will not be subject to Government supervision, except for security related matters.


Evaluation and Award Methodology: Acquisition of services will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13 - Simplified Acquisition Procedures. The Government intends to base award determination on lowest priced, technically acceptable quote. Quoters are advised that the Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration will result in elimination from consideration for award.


SUBMISSION OF QUOTATIONS:
Quotes must be received at the Federal Bureau of Prisons, Central Office Business Office no later than 5:00 p.m. EDT on Friday, June 20, 2014. The anticipated date of award will be approximately July 15, 2014.

Quotes must include all documentation to support quoter's ability to provide service, compliance with all go/no go evaluation criteria and one firm-fixed price for facilitation of the services. Firm-fixed price should include any direct or indirect fees associated with the services facilitation.
