The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (ROCR 185767 Repair Degrading Concrete at Meridian Hill Park Phase V and VI) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small).


Your email capability information MUST be 10 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels.


Your response is due no later than 12:00 pm Mountain Time on May 31, 2019.


The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov.


Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011.


Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.


Rock Creek Park
Repair Degrading Concrete at Meridian Hill Park Phase V and VI

Estimated Period of Performance: September 2019 to December 2020


The scope of ROCR 185767 includes the provision of an accessible route to the Lower Plaza, restoration of the Lower Plaza including plantings, restoration of the Great Terrace and Great Terrace Stair, completion of the work at the Linden Allee, and additional concrete restoration throughout the park. The exposed aggregate concrete at this park is an important design element and much of this work centers on its replacement, repair, or replication. A more detailed scope is as follows:
• Install an accessible route into the Lower Plaza of the park from 16th street
• Replace drainage lines for better drainage of the site and plaza
• Remove and replace 8 large trees
• Remove sections of exposed aggregate paving, install root barriers, and reset or replicate paving on top
• Repair exposed aggregate concrete
• Build and install a steel pleaching frame for the linden allee
• Replanting of trees and shrubs
• Repointing and sealing of joints on the Buchanan Memorial
• Update electrical and light fixtures at reflecting pool
• Mitigate water penetration along the Great Walls stairs into rooms below
• Repair and replace lodge drinking fountain bowl


The submission shall contain enough information so that it can be sufficiently evaluated to make a determination regarding qualifications and capabilities.


Submit descriptions of projects that your firm has been the prime contractor for and self-performed a minimum of 15%, not including the cost of materials, with its own employees that are considered to be relevant to this project. At a minimum, describe the project, who the customer was, where it was performed, what the period of performance was, the entire dollar value, how much and what was self-performed and any other relevant information.


Submit a description of how your company possesses the resources to finance, schedule and manage this requirement.


Submit a description of your company experience with historic restoration projects in particular exposed aggregate concrete.


Submit a description of how your company would self-perform a minimum of 15%, not including the cost of materials, with its own employees.


Submit bonding capability for a single project, aggregate amount and current available bonding. Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.


Submit the company's point of contact with an email and phone number, the mailing address and DUNS number.


Respondents will not be notified of the Sources Sought results. Only electronic submissions via email will be accepted. No hard copy or facsimile submissions will be accepted.


Responses to this Sources Sought shall be limited to ten (10) pages and shall be emailed to Dale Brown at Dale_Brown@NPS.gov and Philip_Robinson@NPS.gov under the title "ROCR 185767 Meridian Hill Park". Responses must be received no later than 12:00 PM Mountain Time, May 31, 2019. Submissions that are not received by May 31, 2019 and/or are not from Small Businesses will not be considered.
