Request for Information (RFI) for the purchase of a used utility helicopter.

THIS IS A RFI ONLY. This RFI is issued solely for information and planning purposes, and it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. No funds have been authorized, appropriated, or received for this contemplated effort. Furthermore, those who respond to this RFI should not anticipate any feedback with regards to this submission; other than acknowledgement of receipt, if a request for an acknowledgement is requested by the submitter. Responders are advised that the Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding partybs expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. If a solicitation is released, it will be via the Government Wide Point of Entry (GPE) at (http://www.fedbizopps.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this RFI. All submissions become the property of the Federal Government and will not be returned. The information provided may be utilized by the U.S. Department of the Interior (DOI) in developing its acquisition strategy.

REQUIREMENTS: The DOI, Interior Business Center (IBC), Acquisition Services Directorate (AQD), in support of the Office of Aviation Services (OAS), seeks information from companies potentially interested in selling a pre-owned utility helicopter meeting the requirements detailed below:

Minimum Aircraft Requirements
I.    14 CFR 27 or 14 CFR 29 Standard Airworthiness Certificate
II.    Skid type landing gear
III.    2010 or newer
IV.    Less than 1,500 hours
V.    Complete maintenance history
VI.    US registered aircraft
VII.    Certified for single pilot VFR day/night
VIII.    Utility interior with six seats (pilot+5)

Payload Requirements
I.    Non-jettisonable (HOGE) of 900 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 25 pound survival kit and fuel for 1.9 hours.

Minimum Equipment Requirements:
I.    Double-strap shoulder harness with automatic or manual locking inertia reel for each front seat occupant
II.    Shoulder harnesses (either single-strap or double-strap) for each aft cabin occupant
III.    Cabin cargo tie-down provisions and cargo restraint system
IV.    Fixed external load capability (cargo baskets)
V.    Cockpit mounted external load indicator with readout of weight carried on cargo hook.
VI.    Rotor brake
VII.    Multi-Function Display (MFD)
VIII.    Inlet barrier filter
IX.    Emergency floats
X.    Wire strike protection system (mechanical)
XI.    Cargo hook rated at the maximum lifting capacity of the helicopter with a remote cargo hook release system
XII.    Airframe fuel filter
XIII.    Pulse lights
XIV.    Crash resistant fuel cell
XV.    Dual hydraulics
XVI.    Wire strike kit
XVII.    VR window
XVIII.    Crash resistant fuel cell

Required avionics
I.    (2) P25 compliant Interagency Fire approved radio (TDFM 136 or equivalent)
II.    (2) Panel mounted VHF-AM aeronautical transceivers
III.    (1) Permanently installed, panel mounted global positioning system (GPS)
IV.    Radar Altimeter
V.    406 ELT
VI.    ADS-B compliant transponder
VII.    TCAS

Optional equipment, price each option separately;
I.    Air conditioning
II.    Fixed (utility) Floats
