SUBJECT:  Request For Information For Secure Computing Environment 

•I.         Introduction:  The United States Air Force (USAF) Life Cycle Management Center/Battle Management, Foreign Military Sales Division (AFLCMC/HBN) has established a Foreign Military Sales (FMS) common computing architectural concept known as the Secure Computing Environment ("SCE"). This Request for Information (RFI) is intended to engage industry and foster a collaborative relationship between the Air Force FMS office and vendors to share perspectives on future SCE acquisition(s).

•II.            Background:  AFLCMC/HBN provides secure interoperable systems supporting Joint Air Operations to US Governement FMS customers. These solutions provide partner nations with secure mission capability, able to interoperate both within sovereign space and with U.S. military forces.

In response to various customer mission needs, AFLCMC/HBN is establishing the SCE, a modular Infrastructure and Cybersecurity solution.

SCE provides common IT services, hosts virtualized and containerized mission applications, and integrates with external sensors, weapon systems and C2 centers via open standard interfaces.

Future RFIs will include: 1.) Integration of mission applications and capabilities supporting C2 of Joint Air Operations. and 2.) Integration of enterprise cybersecurity services

•III.         Purpose:  The purpose of this RFI is to collaborate with industry partners who can offer physical, single-cabinet (42U) SCE demonstrations that integrate the capabilities specified in Secure Computing Environment RFI Response Spreadsheet (Attachment 2) into a single product offering.

 

•IV.           Information Requested


HBN is looking for industry partner's written description (limit your response to 15 pages) of your proposed integrated SCE addressing the following criteria.  

•a.       Industry partner will describe how the proposed SCE handles the use cases and corresponding requirements detailed in  in Secure Computing Environment RFI Response Spreadsheet (Attachment 2, Use Cases Tab, Columns A and B).

•b.      Industry partner will describe how the proposed SCE handles the mission threads detailed in the Demonstration Mission Threads document (Attachment 3).

•c.       Industry partner will describe features of the proposed SCE that are not covered by the use cases and mission threads that they feel differentiate their solution from other potential solutions (Optional).

•d.      Industry partner will provide rack diagram of proposed SCE.

In addition, Industry partners will provide requested details in Secure Computing Environment RFI Response Spreadsheet (Attachment 2). 

•a.       Use Cases Tab (Tab 1), Column D: indicate your ability to demonstrate the corresponding capability/design as part of a fully integrated SCE.

•b.      Product Map Tab (Tab 2), Column B: List the product used by your SCE to address each service and capability listed in Column A.

•V.            Demonstration

HBN is looking for industry partner's demonstration of your proposed integrated SCE addressing the following criteria.  

•a.       The demonstration will be conducted on the proposed SCE at the industry partner's location. Proposed dates and location for a demonstration of your integrated SCE solution.

          Industry partner will demonstrate how the proposed SCE handles the use cases and corresponding requirements detailed in  in Secure Computing Environment RFI Response Spreadsheet (Attachment 2, Use Cases Tab, Columns A and B).

•c.       Industry partner will demonstrate how the proposed SCE handles the mission threads detailed in the Demonstration Mission Threads document (Attachment 3).

•d.      Industry partner will demonstrate features of the proposed SCE that are not covered by the use cases and mission threads that they feel differentiate their solution from other potential solutions (Optional).

•VI.            Guidance

Implement cybersecurity in accordance with DoDI 8510.01 - Risk Management Framework assuming security categorization of Confidentiality: Moderate, Integrity: High, Availability: Moderate. This requirement is to provide robust cybersecurity and support storage, processing, and transmittal of both classified and unclassified data.

Implement capacity for multi-tiered deployment (spanning Tier 3 (lowest operational cell/wing/squadron), Tier 2 (regional ops center), Tier 1 (topmost overarching command), or any combination of the aforementioned), with upward reporting ('aggregator of aggregators') capability.

Proposed technologies must be releasable to foreign governments in accordance with the International Traffic in Arms Regulations (ITAR).

All RFI correspondence and questions regarding this announcement shall be submitted in writing by e-mail to the addressees above.  Verbal questions will NOT be accepted.  Questions will be answered by periodic posting to the FedBizOpps website; accordingly, questions shall NOT contain proprietary or classified information.  Questions and answers will not be attributed to any specific or potential offeror.

 

Due Date:  Responses to this RFI must be received no later than 4:00 pm EDT, June 7, 2019.

 

•VIII.            Liability

This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the US Government (USG) to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the USG will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in a future RFP, if one is issued.

•IX.            GOVERNMENT PERSONNEL PARTICIPATION

Responders are hereby notified that the Government will utilize contractor support personnel to assist during the review of the responses. All non-Government personnel and their corporations have signed, or will sign before the review process begins, Non-Disclosure and Conflict of Interest statements.
