The following notice serves as a request for information in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis in accordance with FAR 5.203.


This is for a modification to Contract N66604-05-C-1277 with PAE Applied Technologies LLC (hereafter referred to as "PAE"). The purpose of the proposed modification is to provide additional Target Cost for approximately $52 million and to reinstate the period of performance to 31 March 2020.


Contract N66604-05-C-1277 is for Atlantic Undersea Test and Evaluation Center (AUTEC) located in West Palm Beach, FL and Andros Island, Commonwealth of the Bahamas. AUTEC range systems provide accurate underwater and in-air tracking over a 500 square-mile area providing the ability for realistic platform maneuvering and operations in a secure and operationally controlled environment. AUTEC supports Developmental Operational Test and Evaluation threshold decisions regarding performance of undersea warfare and electronic warfare systems on undersea warfare capable platforms including ships, submarines and aircraft operating in a realistic multi-warfare area context. The unique complexity of instrumentation and measurement systems at AUTEC enable the safe and realistic conduct of dynamic real-time operations of platforms, vehicle and weapon systems. AUTEC range systems directly support Demonstration Testing, Operational Testing and new constructions acceptance trials for Navy acquisition programs. AUTEC also supports Fleet assessment and readiness exercises.


Contract N66604-05-C-1277 was awarded on 28 January 2005 with a period of performance end date of 31 March 2020. Currently, the contract's period of performance is 30 September 2019. The Government intends on modifying the contract to reinstate the period of performance back to its original end date of 31 March 2020. The Government anticipates no changes from the current contract in the type of tasking or scope.


The proposed contract action is for services for which the Government intends to negotiate with one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2). FAR 6.302-1(a)(2) states "when supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." PAE, is the only company that has the capability to accomplish AUTEC's mission to avoid the negative impacts of a lapse in coverage.


This is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
