Combined Synopsis/Solicitation
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Ronald Brown, Requires installation of an Incinerator fan. 

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation number NMAN7200-19-01130 is issued as a request for quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02.

This acquisition is a total small business set-aside under NAICS code 336611, Ship Building and Repairing, with a business size standard of 1,250 employees.

Description of requirements for the items to be acquired: 



7.1 Renew the existing incinerator flue gas fan assembly (belt driven fan, motor, and foundation) with a Government Furnished unit. The fan assembly is located in a weather deck dog house located at 02-87-2.
7.1.1 Cut a temporary access in the weather deck dog house to facilitate removal/installation. The ship's port crane will be available to assist.
7.1.2 Disconnect and remove the existing fan assembly and turn over to ship's force.


7.1.3 Install new fan assembly with new SSTL mounting hardware.


7.1.4 Install new high temp gaskets on the intake and exhaust flange connections. New gaskets are to be spiral wound type and be able to withstand temperatures up to 1200 degrees.


7.1.5 Install new hardware for these flanged connections.


7.1.6 Conduct an operational test of the new installed assembly.


7.1.7 Upon completion of repairs, fit up and weld out access cut to the ABS Surveyor's satisfaction. Accomplish dye penetrant or vacuum box testing to prove new welds.


7.1.8 Touch up all paint and renew insulation to match existing.

Please see attached Specifications for details. Additionally, each offeror must provide the following information with the quote:


1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. Acknowledgment of Solicitation Amendments (SF-30), if any.
5. Address the ability of meeting the requirements per the Specifications.


All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 10:00 A.M. Eastern on May 29, 2019; any award resulting from this RFQ will be made based on the lowest price technically acceptable and must be submitted to the Contract Specialist, Christopher Baker at Christopher.Baker@noaa.gov


All questions must be submitted in writing to Christopher.Baker@noaa.gov by 5:00 P.M. Eastern on May 24, 2019. Telephonic requests will not be honored. The anticipated award date is on or about May 30, 2019. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted). All interested parties wishing to submit a quote (Quoters) must be registered in the SAM database to be considered for award.
