This is a combined synopsis/solicitation for
commercial items (Excavator with attachment)
prepared in accordance with the format specified
in Subpart 12.6, as supplemented with additional
information included in this notice. This
announcement constitutes the only solicitation;
quotes are being requested and a written
solicitation will not be issued.

Solicitation 12569R19Q0035 is issued as a request
for Quote (RFQ) and incorporated provisions and
clauses are those in effect through Federal
Acquisition Circular 2019-03.


This is a 100% Total Small Business set-aside and
the associated NAICS code is 333120 Construction
Machinery Manufacturing and small business size standard is 1,250.
Contractor must have an active
registration in SAM as a small business to be
considered responsive.


Description Requirement/Salient Characteristics:
Request to purchase one (1) new Mini-Excavator
meeting the following minimum requirements:
17,000-20,000 lb Equipment Weight / 65HP Minimum
/ 36" Bucket with Hydraulic Thumb / Enclosed Cab
(climate-controlled A/C and heat) / 3000 lbs
Lifting Capability / Steel Crawlers (Track) /
Quick Detach Capable for Changing Components / 26
GPM minimum total flow of main pumps, implement &
swing / 12 Volt electrical system / lighting
system and Cold Start System included. Include
pricing (if not standard equipment) for a.
counterweight, b. Lifting eye on bucket, c. Mulcher head
attachment (36" minimum width), for the, USDA,
U.S. Forest Service, Hiawatha National Forest.
Excavator shall meet all OSHA safety requirements
and have the proper safety equipment installed
(i.e. ROPS, seatbelts, amber caution light.
Electric horn) and rear assembly / drives/
transmission shall be made of steel, not aluminum
casing.


Trade-In: One (1) each 2006 John Deere Compact
Track Loader (Skid Steer) CT332, Serial Number
T0332TF131052, under 1700 Hours. Attachments
include: Back hoe, Mower, Mulching Head, 4 in 1
Bucket, and Pallet Forks. Value of trade-in must
be listed as a separate line item in the quote.
Service and Maintenance: Include standard manufacturer warranty
information in quote. Also include closest local
serving dealer name and location to delivery
location of excavator for future routine
maintenance and repair requests. Include in quote
if Mobile Serving Trucks is available to provide
on-site service in the Rapid River, Michigan area,
for the excavator.


Delivery/Inspection/Acceptance/Pick up: New
excavator and attachments shall be delivered and
off-loaded at the delivery location listed below.
Trade-in equipment and attachments shall be
picked up and removed from the delivery
location listed below within 30 days from the day
the U.S. Forest Service (USFS) accepts receipt of
the new excavator. FOB Destination. Delivery location:
USDA, US Forest Service, 8181 US Hwy 2,
Rapid River, MI 49878


Contractor may utilize their own Price Schedule.
Price Schedule must be completed with fully
burdened rates. Contractor is responsible for any
calculation errors. If pricing for above is not
included, the contractor will be considered
non-responsive and not considered further for
award.

USFS anticipates selecting a single firm, for
delivery order award, based upon capability of
offered products to fulfill requirement and price.
Submit your quote via email to
danette.cappello@usda.gov by the due date and
time specified.


Award will be made based on lowest price
technically acceptable, including the trade in
value, and to include pick up of trade in and
delivery of purchased item.
Invoicing will be paid via Invoicing Processing
Platform (IPP) only. No exceptions. The "Submit
Invoice-to" address for USDA orders is the
Department of Treasury's Invoice Invoicing
Processing Platform (IPP). The contractor must
follow the instructions on how to register and
submit invoices via IPP as prescribed in the
previous communications from USDA and Treasury.
All invoices are to be submitted via the
electronic Invoice Processing Platform. This is a
mandatory requirement initiated by the U.S.
Department of Treasury and you can find more
information at this website:

company has registered at:
https://www.ipp.gov/vendors/index to establish
your account.


All questions must be in writing and emailed to
danette.cappello@usda.gov a minimum 5 days before
closing date. Reasonable efforts will be made to
respond timely, but the Government offers no
guarantee and quoters are advised to submit quote
based on published information.
